COMMON COUNCIL COUNCIL CHAMBERS-CITY HALL NOVEMBER 8, 2023 -7:00 P.M. Public Hearing- Additional Appropriations Clerk Treasurer Katie Ritchie explained the reasoning behind the additional appropriations for the CDBG and CEDIT funds. No petitions or comments were given. The Common Council of the City of Kendallville met in regular session November 8, 2023 at 7:02 P.M. Roll call was answered by: Mayor SuzAnne Handshoe, Council Member Regan Ford, Council Member Corey Boese, Council Member Jim Dazey, Attorney Doug Atz, and Council Member Amy Ballard. Council Member Shari Targgart was absent. Others present were: Katie Ritchie, Scott Derby, Lance Waters, Jeremy McKinley, John Dixon, Chase Cleckner, Patrick Howell, Nathaniel Stahl, Brody Fretz, and Ben Jones. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited by all in attendance. MINUTES/ MEETING Minutes from the October 17, 2023 Common Council meeting were presented for review. Council Member Jim Dazey made a motion to approve with a second from Council Member Regan Ford. The motion passed 4 ayes – 0 nays. PETITIONS OR COMMENTS No petitions or comments were given. MAYOR Resolution #1113/ Tax Abatement Fees Council Member Jim Dazey requested the reading of Resolution #1113 in its entirety. Attorney Doug Atz read Resolution #1113 in its entirety. Council Member Jim Dazey made a motion to approve with a second from Council Member Regan Ford. The motion passed 4 ayes – 0 nays. CLERK Resolution #1114/ Additional Appropriation Council Member Jim Dazey requested the reading of Resolution #1114 in its entirety. Attorney Doug Atz read Resolution #1114 in its entirety. Council Member Jim Dazey made a motion to approve with a second from Council Member Amy Ballard. The motion passed 4 ayes – 0 nays. ENGINEERING The October McCray Solar Report was presented for review. FIRE The November Fire Report was presented for review. POLICE Life Saving Award for Patrolman Chase Cleckner Chief of Police Lance Waters presented Patrolman Chase Cleckner with a life saving award in remembrance of an event that took place on September 27, 2023 at the Flint and Walling Facility on 800 W. Mitchell Street. Officer Cleckner responded to the scene with other personnel to discover a man unconscious and in distress. Officer Cleckner provided life saving efforts which led to saving the man’s life. OLD BUSINESS Special Ordinance #1586/ 2024 Elected Official Salary Ordinance- 2nd Reading Council Member Jim Dazey requested the reading of Special Ordinance #1586 in its entirety. Attorney Doug Atz read Special Ordinance #1586 in its entirety. Council Member Jim Dazey mentioned there is a typo under sections 3 & 4 and the totals should be $7,500.00 (General Fund $4,500.00, Water $1,500.00, and WWTP $1,500.00) Council Member Jim Dazey made a motion to approve with the changes and second from Council Member Regan Ford. Clerk Treasurer Katie Ritchie announced she will bring an updated copy to the next meeting. The motion passed 4 ayes – 0 nays. NEW BUSINESS General Ordinance #1260/ No Parking Sargent Street- 1st Reading Council Member Jim Dazey requested the reading of General Ordinance #1260 in title only. Attorney Doug Atz read General Ordinance #1260 in title only. Council Member Jim Dazey made a motion to approve with a second from Council Member Regan Ford. The motion passed 4 ayes – 0 nays. General Ordinance #1261/ Downtown Handicap Parking Spaces- 1st Reading Council Member Jim Dazey requested the reading of General Ordinance #1261 in title only. Attorney Doug Atz read General Ordinance #1261 in title only. Attorney Doug Atz mentioned that the title needs to be amended to read additional handicap parking. Council Member Jim Dazey made a motion to accept with the changes with a second from Council Member Amy Ballard. The motion passed 4 ayes – 0 nays. ALLOWANCE OF BILLS AND CLAIMS Council Member Jim Dazey presented bills and claim numbers 75148 through 75293 for $1,132,580.05 for approval. Council Member Jim Dazey made a motion to approve the bills and claims with a second by Council Member Amy Ballard. The motion passed 4 ayes-0 nays. MOTION TO ADJOURN Council Member Jim Dazey made a motion to adjourn the meeting.
