Public Hearing- Inspiration Ministries Recovery Housing Project
Patrick Rorick started the public hearing at 7:00 P.M. explaining the purpose, reasoning, and scoring
behind the OCRA grant for 112 S. Main Street. Rorick asked the Council if they had heard any public
comments regarding the grant from the community and they had not. Mayor SuzAnne Handshoe said
that she is supporting the grant as Inspiration Ministries is doing great things for the community and it
would be a great addition to downtown. Don Harvey from Inspiration Ministries thanked the Council for
the opportunity to serve Kendallville residence.
The Common Council of the City of Kendallville met in regular session October 17, 2023 at 7:12 P.M.
Roll call was answered by: Mayor SuzAnne Handshoe, Council Member Regan Ford, Council Member Corey
Boese, Council Member Jim Dazey, Attorney Doug Atz, Council Member Shari Targgart, and Council Member
Amy Ballard. MYAC Member T.J. Knox was absent.
Others present were: Katie Ritchie, Jeremy McKinley, Lance & April Waters, Brad Targgart, Matt Brinkman,
Patrick Rorick, Scott Derby, Andy Foster, and Don Harvey.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was recited by all in attendance.
MINUTES/ MEETING
Minutes from the October 3, 2023 Common Council meeting were presented for review. Council Member Jim
Dazey made a motion to approve with a second from Council Member Shari Targgart. The motion passed 5 ayes
– 0 nays.
PETITIONS OR COMMENTS
No petitions or comments were given.
MAYOR
The September 6, 2023 Aviation minutes were presented for review.
ENGINEERING
The annual bulk trash pickup comparison was presented for review.
The September McCray Solar Report was presented for review.
FIRE
The September Fire Report was presented for review.
PARK
The October 9, 2023 Park Board minutes were presented for review.
POLICE
Life Saving Award for Patrolman Chase Cleckner was pushed back to a later date.
The September Police Report was presented for review.
OLD BUSINESS
Special Ordinance #1585/ 2024 Salary Ordinance- 3rd Reading
Council Member Jim Dazey requested the reading of Special Ordinance 1585 in title only and the 3 changes
under the Clerk’s Office, Park Department, and Meals sections. Attorney Doug Atz read Special Ordinance 1585
in title only and changes. Council Member Jim Dazey made a motion to approve with a second from Council
Member Amy Ballard. The motion passed 5 ayes – 0 nays.
NEW BUSINESS
Special Ordinance #1586/ 2024 Elected Official Salaries- 1st Reading
Council Member Jim Dazey requested the reading of Special Ordinance 1586 in title only. Attorney Doug Atz
read Special Ordinance 1586 in title only. Council Member Jim Dazey made a motion to approve with a second
from Council Member Amy Ballard. The motion passed 5 ayes – 0 nays.
ALLOWANCE OF BILLS AND CLAIMS
Council Member Jim Dazey presented bills and claim numbers 75002 through 75147 for $939,641.16 for
approval. Council Member Jim Dazey made a motion to approve the bills and claims with a second by Council
Member Amy Ballard. The motion passed 5 ayes-0 nays.
Mayor SuzAnne Handshoe reminded the audience that the next Council meeting wouldn’t be until Wednesday
November 8, 2023 because of the Municipal Election on the 7th.
MOTION TO ADJOURN
Council Member Jim Dazey made a motion to adjourn the meeting. Mayor SuzAnne Handshoe adjourned the
meeting at 7:20 P.M.
