COMMON COUNCIL COUNCIL CHAMBERS-CITY HALL OCTOBER 3, 2023 -7:00 P.M. The Common Council of the City of Kendallville met in regular session October 3, 2023 at 7:00 P.M. Roll call was answered by: Mayor SuzAnne Handshoe, Council Member Regan Ford, Council Member Jim Dazey, Attorney Doug Atz, and Council Member Shari Targgart. Council Member Corey Boese, Council Member Amy Ballard, and MYAC Member T.J. Knox were absent. Others present were: Katie Ritchie, Chuck Drerup, Sharon Montoya, Matt Getts- KPC, Scott Derby, Jordan Fought, Lucas & Ashlynn Pant, Justin Beall & Family, Lance Waters, Brody Fretz, Dawn McGahen, Patrick Howell, Sidney Shartzer, Jeremy McKinley, and Diane Peachey. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited by all in attendance. MINUTES/ MEETING Minutes from the September 19, 2023 Common Council meeting were presented for review. Council Member Jim Dazey made a motion to approve with a second from Council Member Shari Targgart. The motion passed 3 ayes – 0 nays. PETITIONS OR COMMENTS No petitions or comments were given. MAYOR Resolution #1111/ Tax Abatement- Reliable Tool Council Member Jim Dazey requested the reading of Resolution #1111 in its entirety. Attorney Doug Atz read Resolution #1111 in its entirety. Council Member Jim Dazey made a motion to approve with a second from Council Member Regan Ford. The motion passed 3 ayes – 0 nays. Resolution #1112/ Authorizing Partnership with Inspiration Ministries/ OCRA Council Member Jim Dazey requested the reading of Resolution #1112 in its entirety. Attorney Doug Atz read Resolution #1112 in its entirety. Council Member Jim Dazey made a motion to approve with a second from Council Member Regan Ford. The motion passed 3 ayes – 0 nays. Fire Prevention Week Proclamation Mayor SuzAnne Handshoe read the Fire Prevention Week Proclamation and proclaimed the week of October 8th- 14th 2023 Fire Prevention Week. FIRE The August Fire Report was presented for review. PARK Skate Park Request Diane Peachey gave the board a brief update on the building of the skate park at the KORC. She announced that the builders were Hunger Skateparks. Peachey also announced they are around $90,000.00 short of their grand total of $328,200.00. Diane Peachey asked the Council to consider giving $10,000.00 as that would help them be able to apply for a grant that could help them reach their end goal. Council Member Jim Dazey made a motion to approve a donation of $10,000.00 from the CDBG Fund with a second from Council Member Shari Targgart. The motion passed 3 ayes – 0 nays. OLD BUSINESS Special Ordinance #1587/ 2024 Budget- 3rd Reading Council Member Jim Dazey requested the reading of Special Ordinance 1587 in title only. Attorney Doug Atz read Special Ordinance 1587 in title only. Council Member Jim Dazey made a motion to approve with a second from Council Member Regan Ford. The motion passed 3 ayes – 0 nays. Special Ordinance #1585/ 2024 Salary Ordinance- 2nd Reading Council Member Jim Dazey requested the reading of Special Ordinance 1585 in its entirety. Attorney Doug Atz and Mayor SuzAnne Handshoe read Special Ordinance 1585 in its entirety. Council Member Jim Dazey made a motion to approve with a second from Council Member Shari Targgart. Clerk Treasurer Katie Ritchie announced there are changes that need to be made and will bring an updated copy to the next meeting. The motion passed 3 ayes – 0 nays. ALLOWANCE OF BILLS AND CLAIMS Council Member Jim Dazey presented bills and claim numbers 74899 through 75001 for $593,680.33 for approval. Council Member Jim Dazey made a motion to approve the bills and claims with a second by Council Member Shari Targgart. The motion passed 3 ayes-0 nays. MOTION TO ADJOURN Council Member Jim Dazey made a motion to adjourn the meeting. Mayor SuzAnne Handshoe adjourned the meeting at 7:54 P.M. ________________________________________ Kathren R.
