COMMON COUNCIL COUNCIL CHAMBERS-CITY HALL SEPTEMBER 19, 2023 -7:00 P.M. Public Hearing-2024 Budget Mayor SuzAnne Handshoe gave a brief description of the 2024 budget and asked for any public comments. Clerk Treasurer Katie Ritchie added that she met with the DLGF and they saw no problems with the presented 2024 budget. No other public comments were given. The Common Council of the City of Kendallville met in regular session Tuesday September 19, 2023 at 7:05 P.M. Roll call was answered by: Mayor SuzAnne Handshoe, Council Member Regan Ford, Council Member Jim Dazey, Attorney Jacob Atz, Council Member Shari Targgart, Council Member Amy Ballard, and MYAC Member T.J. Knox. Council Member Corey Boese was absent. Others present were: Katie Ritchie, Todd & Sheryl Hanes, Stephanie Blough, Jo Knox, Tara Streb, Scott Derby, Judge Mowry, Patrick Howell, Brian Strange, Melanie Kellogg, Eric Kennedy, and Angie Kidd. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited by all in attendance. MINUTES/ MEETING Minutes from the September 5, 2023 Common Council meeting were presented for review. Council Member Jim Dazey made a motion to approve with a second from Council Member Shari Targgart. The motion passed 4 ayes – 0 nays. PETITIONS OR COMMENTS No petitions or comments were given. MAYOR Domestic Violence Awareness Month Proclamation Mayor SuzAnne Handshoe proclaimed October as Domestic Violence Awareness Month, read, and presented the proclamation. Be Noble Update Executive Director Melanie Kellogg gave Council a brief update on the happenings with Be Noble. The August 2, 2023 Aviation minutes were presented for review. ENGINEERING The August McCray Solar Report was presented for review. POLICE The August 2023 Police Report was presented for review. OLD BUSINESS General Ordinance #1258/ Plat Vacation Fees- 3rd Reading Council Member Jim Dazey requested the reading of General Ordinance 1258 in title only. Attorney Jacob Atz read General Ordinance 1258 in title only. Council Member Jim Dazey made a motion to approve with a second from Council Member Regan Ford. The motion passed 4 ayes – 0 nays. Special Ordinance #1587/ 2024 Budget- 2nd Reading Council Member Jim Dazey requested the reading of Special Ordinance 1587 in its entirety. Attorney Jacob Atz read Special Ordinance 1587 in its entirety. Council Member Jim Dazey made a motion to approve with a second from Council Member Amy Ballard. The motion passed 4 ayes – 0 nays. NEW BUSINESS General Ordinance #1259/ Zoning Change Request- 1st Reading Council Member Jim Dazey requested the reading of General Ordinance 1259 in title only. Attorney Jacob Atz read General Ordinance 1259 in title only. Council Member Jim Dazey made a motion to approve with no second from anyone. General Ordinance 1259 dies with the lack of second. Special Ordinance #1585/ 2024 Salary Ordinance- 1st Reading Council Member Jim Dazey requested the reading of Special Ordinance 1585 in title only. Attorney Jacob Atz read Special Ordinance 1585 in title only. Council Member Jim Dazey made a motion to approve with a second from Council Member Regan Ford. The motion passed 4 ayes – 0 nays. ALLOWANCE OF BILLS AND CLAIMS Council Member Jim Dazey presented bills and claim numbers 74774 through 74898 for $1,053,489.13 for approval. Council Member Jim Dazey made a motion to approve the bills and claims with a second by Council Member Amy Ballard. The motion passed 4 ayes-0 nays. MOTION TO ADJOURN Council Member Jim Dazey made a motion to adjourn the meeting. Mayor SuzAnne Handshoe adjourned the meeting at 7:32 P.M. ________________________________________ Kathren R.
