COMMON COUNCIL COUNCIL CHAMBERS-CITY HALL SEPTEMBER 5, 2023 -7:00 P.M. Public Hearing- Inspiration Ministries/ Recovery Housing Program Regions 3A Representative, Patrick Rorick, gave a brief presentation of the process and expectations of the OCRA grant for the Inspiration Ministries building in Downtown Main Street. Several public comments were given in support of the grant including: Mike Desanto, Kristen Johnson, Nancy Taylor, Jeremiah Serven, Charles Mosley, Mark Alldaffer, David Gruber, Josh Golden, Lance Waters, Tara Streb, and Banner Kidd. Council Member Jim Dazey made a motion to give $10,000.00 of the restricted opioid funds to help with the grant with a second from Council Member Shari Targgart. The motion passed 5 ayes – 0 nays. The Common Council of the City of Kendallville met in regular session Tuesday September 5, 2023 at 7:22 P.M. Roll call was answered by: Mayor SuzAnne Handshoe, Council Member Regan Ford, Council Member Corey Boese, Council Member Jim Dazey, Attorney Doug Atz, Council Member Shari Targgart, Council Member Amy Ballard, and MYAC Member T.J. Knox. Others present were: Katie Ritchie, Lance Waters, Jo Knox, Sue and Allisen McGee, Charles Mosley, Matt Brinkman, Patrick Rorick, Jeremiah Serven, Mark Alldaffer, Samuel McManemin, Trevor Hampshire, Josh & Heather Golden, Mike Desanto, Nate Mosley, Krystal Furlow, Patrick & Jodi Howell, Joe & Nancy Taylor, Brian Strange, Scott Derby, Kristen Johnson, Tara Streb, Jeremy McKinley, Andy Foster, David Gruber, and Matt Getts- KPC News. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited by all in attendance. MINUTES/ MEETING Minutes from the August 15, 2023 Common Council meeting were presented for review. Council Member Jim Dazey made a motion to approve with a second from Council Member Amy Ballard. The motion passed 5 ayes – 0 nays. PETITIONS OR COMMENTS No petitions or comments were given. MAYOR Oath of Office- Wastewater Superintendent Mayor SuzAnne Handshoe swore Patrick Howell in as new Wastewater Superintendent. The July 2023 Humane Society Report was presented for review. City Wide Trick or Treat Date Council Member Jim Dazey made a motion to make Halloween 2023 Trick or Treat take place on Saturday October 28, 2023 from 5:00 P.M. to 7:00 P.M. with a second from Council Member Amy Ballard. The motion passed 5 ayes – 0 nays. PARK The August 14, 2023 Park minutes were presented for review. POLICE The July 2023 Police Report was presented for review. OLD BUSINESS General Ordinance #1258/ Plat Vacation Fees – 2nd Reading Council Member Jim Dazey requested the reading of General Ordinance 1258 in its entirety. Attorney Doug Atz read General Ordinance 1258 in its entirety. Council Member Jim Dazey made a motion to approve with a second from Council Member Regan Ford. The motion passed 5 ayes – 0 nays. NEW BUSINESS Mayor SuzAnne Handshoe mentioned that there would be a public hearing for the 2024 budget at the next Council Meeting on September 19, 2023 at 7:00 P.M. Special Ordinance #1587/ 2024 Budget- 1st Reading Council Member Jim Dazey requested the reading of Special Ordinance #1587 in title only. Attorney Doug Atz read Special Ordinance #1587 in title only. Council Member Jim Dazey made a motion to approve with a second from Council Member Regan Ford. The motion passed 5 ayes – 0 nays. ALLOWANCE OF BILLS AND CLAIMS Council Member Jim Dazey presented bills and claim numbers 74644 through 74773 for $807,283.96 for approval. Council Member Jim Dazey made a motion to approve the bills and claims with a second by Council Member Amy Ballard. The motion passed 5 ayes-0 nays. MOTION TO ADJOURN Council Member Jim Dazey made a motion to adjourn the meeting. Mayor SuzAnne Handshoe adjourned the meeting at 7:31 P.M. ________________________________________ Kathren R.
