COMMON COUNCIL COUNCIL CHAMBERS-CITY HALL AUGUST 15, 2023 -7:00 P.M. The Common Council of the City of Kendallville met in regular session Tuesday August 15, 2023 at 7:00 P.M. Roll call was answered by: Mayor SuzAnne Handshoe, Council Member Regan Ford, Attorney Doug Atz, Council Member Shari Targgart, Council Member Amy Ballard, and MYAC Member T.J Knox. Council Member Corey Boese and Council President Jim Dazey were absent. Others present were: Katie Ritchie, April & Lance Waters, Andy Foster, Jo Knox, Sharon Montoya, Patrick Howell, Matt Getts- KPC, Don Harvey, and Matt Brinkman. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited by all in attendance. MINUTES/ MEETING Minutes from the August 2, 2023 Common Council meeting were presented for review. Council Member Regan Ford made a motion to approve with a second from Council Member Shari Targgart. The motion passed 3 ayes – 0 nays. PETITIONS OR COMMENTS Boy Scout, Colton Ihrie, approached the Council and asked them what citizens could do to promote bicycle safety as he is trying to earn his badge. Mayor SuzAnne Handshoe recommended citizens pay close attention to signs and also recommended that he speak with Chief of Police, Lance Waters, after the meeting. MAYOR Community Wide Garage Sale Kendallville Chamber of Commerce presented Community Wide Garage sales be from Thursday, August 31st – Monday, September 4th. Residents would be able to contact the chamber and choose which three days they would like to participate in. Council Member Shari Targgart made a motion to approve with a second from Council Member Amy Ballard. The motion passed 3 ayes – 0 nays. Proposal from Inspiration Ministries for Parenting on OCRA Grant President of Inspiration Ministries, Andrew Foster, approached the Council and asked for the City of Kendallville Common Council to approve a partnership for a $750,000.00 OCRA grant that would be for 112 S. Main Street in Kendallville. Inspiration Ministries will also be using $250,000.00 of their own money for the project. Foster presented Council with proposed layouts of second and third floor housing. Council Member Regan Ford asked about fire safety within the building and parking. Foster assured the Council that all codes would have to be met through the State before approval of the project. Matt Brinkman from Region 3 assured the Council that this grant would not block the City from getting a second OCRA grant as they already have one currently. Council Member Regan Ford made a motion to approve with a second from Council Member Shari Targgart. The motion passed 3 ayes – 0 nays. ENGINEERING The June/July McCray Solar Report was presented for review. FIRE The July 2023 Fire Report was presented for review. NEW BUSINESS General Ordinance #1258/ Plat Vacation Fees Council Member Shari Targgart requested the reading of General Ordinance #1258 in title only. Attorney Doug Atz read General Ordinance #1258 in title only. Council Member Shari Targgart made a motion to approve with a second from Council Member Regan Ford. The motion passed 3 ayes – 0 nays. ALLOWANCE OF BILLS AND CLAIMS Council Member Amy Ballard presented bills and claim numbers 74564 through 74643 for $1,237,095.66 for approval. Council Member Amy Ballard made a motion to approve the bills and claims with a second by Council Member Shari Targgart. The motion passed 3 ayes-0 nays.
