The Common Council of the City of Kendallville met in regular session January 2, 2024 at 7:00 P.M.
Roll call was answered by: Mayor Lance Waters, Council Member Amy Ballard, Council Member Corey Boese,
Attorney Jacob Atz, Council Member Tara Streb, Council Member Christopher McCreery, and MYAC Member
Melissa Smith. Council Member Shari Targgart was absent.
Others present were: Katie Ritchie, Matt Getts- KPC, Sharon Montoya- EDAC, April & Alex Waters, Jim Dazey,
Keith Ballard, Brian Strange, John Dixon, Patrick Howell, Dawn McGahen, W. SuzAnne Handshoe, Scott &
Debbie Derby, Jeremy McKinley, Ryan Alwine, Brett Slone, and Cindy Marple.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was recited by all in attendance.
MINUTES/ MEETING
Minutes from the December 19, 2023 Common Council meeting were presented for review. Council Member
Amy Ballard made a motion to approve with a second from Council Member Corey Boese. The motion passed 4
ayes – 0 nays.
PETITIONS OR COMMENTS
No petitions or comments were given.

Appointments- Mayor Lance Waters appointed the following people to following Boards:
BOW- Tara Streb and Don Gura
City Buildings- Chris McCreery-Chair and Shari Targgart
Finance Committee- Amy Ballard- Chair and Tara Streb
Law & Ordinance- Corey Boese- Chair and Amy Ballard

Council Member Corey Boese made a motion to nominate Council Member Amy Ballard as Council President
with a second from Council Member Christopher McCreery. The motion passed 4 ayes – 0 nays.
Chamber of Commerce Contract
Chamber Director Sharon Montoya went over the Chamber happenings from the 2023 year. The 2024 Chamber
Agreement was presented for review. The monetary amount has not changed in over 30 years and has a do not
exceed amount of $25,000.00. Council Member Amy Ballard made a motion to approve the agreement with a
second from Council Member Tara Streb. The motion passed 4 ayes – 0 nays.
PARK
The December 11, 2023 minutes were presented for review.
OLD BUSINESS
Special Ordinance #1589/ Sewer BAN Ordinance -2nd Reading
Council Member Corey Boese made a motion to suspend the rules and have second reading done in title only due
to the length of the ordinance with a second from Council Member Amy Ballard. The motion passed 4 ayes – 0
nays.
Council Member Corey Boese requested the reading of Special Ordinance #1589 in title only. Attorney Jacob Atz
read Special Ordinance #1589 in title only. Council Member Corey Boese made a motion to approve with a
second from Council Member Amy Ballard. The motion passed 4 ayes – 0 nays.
Council Member Corey Boese made a motion to suspend the rules and request 3rd and final reading be done with a
second from Council Member Amy Ballard. The motion passed 4 ayes – 0 nays.
Council Member Corey Boese requested the 3rd reading of Special Ordinance #1589 in title only. Attorney Jacob
Atz read Special Ordinance #1589 in title only. Council Member Corey Boese made a motion to approve with a
second from Council Member Tara Streb. Council Member McCreery asked Wastewater Superintendent Patrick
Howell to give a brief description as to what will be purchased with the BAN money. Howell responded with a
brief description that is in the EPA plan. The motion passed 4 ayes – 0 nays.
General Ordinance #1263/ Sewer Ordinance – 2nd Reading
Council Member Corey Boese made a motion to read only the changes to General Ordinance #1263 due to the
length of the ordinance with a second from Council Member Amy Ballard. The motion passed 4 ayes – 0 nays.
Council Member Corey Bose requested the reading of General Ordinance #1263 with changes only. Attorney
Jacob Atz read only the changes in General Ordinance #1263. Council Member Corey Boese made a motion to
approve with a second from Council Member Amy Ballard. The motion passed 4 ayes – 0 nays.
NEW BUSINESS
Special Ordinance #1590/ Financing Fire Truck -1st Reading
Council Member Corey Boese requested the reading of Special Ordinance #1590 in title only. Attorney Jacob Atz
read Special Ordinance #1590 in title only. Council Member Corey Boese made a motion to approve with a
second from Council Member Amy Ballard. Clerk Treasurer Katie Ritchie asked the Council to consider doing
second and third reading at the next Council meeting due to the timeline of delivery for the truck. The motion
passed 4 ayes – 0 nays.
ALLOWANCE OF BILLS AND CLAIMS
Council Member Amy Ballard presented bills and claim numbers 75610 through 75664 for $563,490.33 for
approval. Council Member Amy Ballard made a motion to approve the bills and claims with a second by Council
Member Corey Boese. The motion passed 4 ayes-0 nays.
MOTION TO ADJOURN
Council Member Amy Ballard made a motion to adjourn the meeting with a second from Council Member Tara
Streb. Mayor Lance Waters adjourned the meeting at 7:35 P.M.
