JANUARY 23, 2024 -7:00 P.M.
The Common Council of the City of Kendallville met in regular session January 23, 2024 at 7:00 P.M.
Roll call was answered by: Mayor Lance Waters, Council Member Amy Ballard, Council Member Corey Boese,
Council Member Shari Targgart, Attorney Jacob Atz, Council Member Tara Streb, Council Member Christopher
McCreery, and MYAC Member Melissa Smith.
Others present were: Katie Ritchie, Lynn Lash, Brenda Lash, Jeff Conley, Latesa Conley, Danika Conley, Jared
Conley, Aaron Lash, Ashley Lash, Ashley Rodenbeck, Barb Spriggs, Tanya Evard, Scott Derby, John Dixon,
Sidney Shartzer, Austin Lash, Angie Handshoe, Dakota Dellahan, April Waters, and Matt Gillison.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was recited by all in attendance.
MINUTES/ MEETING
Minutes from the January 2, 2024 Common Council meeting were presented for review. Council Member Tara
Streb made a motion to approve with a second from Council Member Christopher McCreery. The motion passed
5 ayes – 0 nays.
PETITIONS OR COMMENTS
No petitions or comments were given.
MAYOR
Oath of Office- Detective Lieutenant & Patrol Officer
Mayor Lance Waters led Angie Handshoe in her oath of office as Detective Lieutenant.
Mayor Lance Waters led Austin Lash in his oath of office as Patrol Officer.
Appointments- Mayor Lance Waters appointed the following people to following Boards:
BZA- Tammi Gould
Kendallville Housing Authority- Delores Forbes and Candice Holbrook
Tree Commission- Ania Hornberger
Council President, Amy Ballard, announced the following Council Appointments:
RDC- Loren Allen
BZA- Scott Durbin
Plan Commission- Amy Ballard
EDAC- Amy Ballard
The December 2023 Humane Society Report was presented for review.
ENGINEERING
The 2023 McCray Solar Report was presented for review.
FIRE
The December 2023 Fire Report was presented for review.
The End of Year 2023 Report was presented for review.
PARK
The January 8, 2024 minutes were presented for review.
POLICE
The December 2023 Police Report was presented for review.
OLD BUSINESS
General Ordinance #1263/ Sewer Ordinance – 3rd Reading
Council Member Corey Bose requested the reading of General Ordinance #1263 in title only. Attorney Jacob Atz
read General Ordinance #1263 in title only. Council Member Corey Boese made a motion to approve with a
second from Council Member Amy Ballard. The motion passed 5 ayes – 0 nays.
Special Ordinance #1590/ Financing Fire Truck -2nd Reading
Council Member Corey Boese requested the reading of Special Ordinance #1590 in its entirety. Attorney Jacob
Atz read Special Ordinance #1590 in its entirety. Council Member Corey Boese made a motion to approve with a
second from Council Member Shari Targgart. The motion passed 5 ayes – 0 nays.
ALLOWANCE OF BILLS AND CLAIMS
Council Member Amy Ballard presented bills and claim numbers 75665 through 75822 for $1,507,308.31 for
approval. Council Member Amy Ballard made a motion to approve the bills and claims with a second by Council
Member Tara Streb. The motion passed 5 ayes-0 nays.
MOTION TO ADJOURN
Council Member Amy Ballard made a motion to adjourn the meeting with a second from Council Member Tara
Streb. Mayor Lance Waters adjourned the meeting at 7:18 P.M.
