COMMON COUNCIL COUNCIL CHAMBERS-CITY HALL FEBRUARY 6, 2024 -7:00 P.M. The Common Council of the City of Kendallville met in regular session February 6, 2024 at 7:00 P.M. Roll call was answered by: Mayor Lance Waters, Council Member Amy Ballard, Council Member Corey Boese, Council Member Shari Targgart, Attorney Jacob Atz, Council Member Tara Streb, Council Member Christopher McCreery, and MYAC Member Melissa Smith. Others present were: Katie Ritchie, Matt Getts- KPC, Jerry & Dianne Steinbarger, Jim Nixon, Scott Derby, Dawn McGahen, April Waters, Brian Strange, John Dixon, and Jeremy McKinley. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited by all in attendance. MINUTES/ MEETING Minutes from the January 23, 2023 Common Council meeting were presented for review. Council Member Shari Targgart made a motion to approve with a second from Council Member Tara Streb. The motion passed 5 ayes – 0 nays. PETITIONS OR COMMENTS No petitions or comments were given. MAYOR Appointments: Council President Amy Ballard appointed Dr. Kevin Lowe to the RDC. Council Member Shari Targgart said that she is hesitant about removing Tara Streb from the RDC because of her amount of knowledge that she brings to the board. No other members commented. 2023 KLDC Report KLDC President Jerry Steinbarger presented the 2023 KLDC Report and gave a brief layout of the KLDC for the new council members. 2023 Tree Commission Report Jim Nixon presented the 2023 Kendallville Tree Commission Report. OLD BUSINESS Special Ordinance #1590/ Financing Fire Engine- 3rd Reading Council Member Corey Boese requested the reading of Special Ordinance #1590 in title only. Attorney Jacob Atz read Special Ordinance #1590 in title only. Council Member Corey Boese made a motion to approve with a second from Council Member Shari Targgart. The motion passed 5 ayes – 0 nays. NEW BUSINESS Special Ordinance #1591/ Establishing Campground Fund -1st Reading Council Member Corey Boese requested the reading of Special Ordinance #1591 in title only. Attorney Jacob Atz read Special Ordinance #1591 in title only. Council Member Corey Boese made a motion to approve with a second from Council Member Tara Streb. The motion passed 5 ayes – 0 nays. ALLOWANCE OF BILLS AND CLAIMS Council Member Amy Ballard presented bills and claim numbers 75823 through 75921 for $975,803.24 for approval. Council Member Amy Ballard made a motion to approve the bills and claims with a second by Council Member Corey Boese. The motion passed 5 ayes-0 nays. MOTION TO ADJOURN Council Member Shari Targgart made a motion to adjourn the meeting with a second from Council Member Tara Streb. Mayor Lance Waters adjourned the meeting at 7:47 P.M. ________________________________________ Kathren R.
