COUNCIL CHAMBERS-CITY HALL
FEBRUARY 20, 2024 -7:00 P.M.
The Common Council of the City of Kendallville met in regular session February 20, 2024 at 7:00 P.M.
Roll call was answered by: Mayor Lance Waters, Council Member Amy Ballard, Council Member Corey Boese,
Council Member Shari Targgart, Attorney Jacob Atz, and Council Member Christopher McCreery. Council
Member Tara Streb and MYAC Member Melissa Smith were absent.
Others present were: Katie Ritchie, Matt Getts- KPC, James Dazey, Pam Lash, Todd & Sheryl Hanes, John
Dixon, Doug Davis, Kevin Pegan, April Waters, Chase Cleckner, Jeremy McKinley, Nate Stahl, Joe Inman,
Robert Isaacs, Connor Marks, Dakota Dellahan & Family.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was recited by all in attendance.
MINUTES/ MEETING
Minutes from the February 6, 2024 Common Council meeting were presented for review. Council Member Corey
Boese made a motion to approve with a second from Council Member Amy Ballard. The motion passed 4 ayes –
0 nays.
PETITIONS OR COMMENTS
No petitions or comments were given.
MAYOR
Recognition of Police Officer of the Year
Mayor Lance Waters recognized Officer Dakota Dellahan as 2023 Police Officer of the Year.
Recognition of Fireman of the Year
Mayor Lance Waters recognized Firemen Joe Inman and Robert Isaacs as 2023 Firemen of the Year.
Resolution #1116- RDC/TIF
Council Member Corey Boese requested the reading of Resolution 1116 in its entirety. Attorney Jacob Atz read

Council Member Amy Ballard. The motion passed 4 ayes – 0 nays.
The January 3, 2024 Aviation Minutes were presented for review.
CLERK-TREASURER
Cancellation of Warrants
Clerk Treasurer Katie Ritchie requested authorization to cancel the warrants from the 2021 year in the amount of
$1,994.27. Council Member Christopher McCreery made a motion to approve with a second from Council
Member Shari Targgart. The motion passed 4 ayes – 0 nays.
ENGINEERING
The January 2024 McCray Solar Report was presented for review.
The 2023 McCray Solar Cash Flow Analysis Report was presented for review.
PARK
The 2023 Annual Park Report was presented for review.
POLICE
The 2023 Annual Police Report was presented for review.
The January 2024 Police Report was presented for review.
OLD BUSINESS
Special Ordinance #1591/ Establishing Campground Fund -2nd Reading
Council Member Corey Boese requested the reading of Special Ordinance #1591 in its entirety. Attorney Jacob
Atz read Special Ordinance #1591 in its entirety. Council Member Corey Boese made a motion to approve with a
second from Council Member Shari Targgart. The motion passed 4 ayes – 0 nays.
NEW BUSINESS
General Ordinance #1264/ Zoning Regulations- 1st Reading
Council Member Corey Boese requested the reading of General Ordinance #1264 in title only. Attorney Jacob Atz
read General Ordinance #1591 in title only. Council Member Corey Boese made a motion to approve with a
second from Council Member Amy Ballard. Council Member Corey Boese asked Mayor Waters where the
property was located exactly. Mayor Waters told the Council that it was on the Northeast Corner of Sawyer Rd
and U.S. Highway 6 behind the Orchard Pointe Campus. The motion passed 4 ayes – 0 nays.
ALLOWANCE OF BILLS AND CLAIMS
Council Member Amy Ballard presented bills and claim numbers 75922 through 76027 for $1,145,709.82 for
approval. Council Member Amy Ballard made a motion to approve the bills and claims with a second by Council
Member Shari Targgart. The motion passed 4 ayes-0 nays.
MOTION TO ADJOURN
Council Member Shari Targgart made a motion to adjourn the meeting with a second from Council Member Amy
Ballard. Mayor Lance Waters adjourned the meeting at 7:21 P.M.
