COMMON COUNCIL COUNCIL CHAMBERS-CITY HALL MARCH 5, 2024 -7:00 P.M. The Common Council of the City of Kendallville met in regular session March 5, 2024 at 7:00 P.M. Roll call was answered by: Mayor Lance Waters, Council Member Amy Ballard, Council Member Corey Boese, Council Member Shari Targgart, Attorney Jacob Atz, and Council Member Christopher McCreery. Others present were: Katie Ritchie, Matt Getts- KPC, James Dazey, Bob Marshall, Matt Marshall, Alex Waters, April Waters, Brian Strange, Patrick Howell, Dawn McGahen, Susan Crosby, John Dixon, Kevin Pegan, Dan Trout, Jason Meade, Scott Mosley, Jeremy McKinley, and Kristen Johnson. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited by all in attendance. MINUTES/ MEETING Minutes from the February 20, 2024 Common Council meeting were presented for review. Council Member Amy Ballard made a motion to approve with a second from Council Member Corey Boese. The motion passed 5 ayes – 0 nays. PETITIONS OR COMMENTS Matt Getts from KPC News thanked our Kendallville Police Department for their hard work on the recent incline of child sex cases and getting offenders jail time. MAYOR KRI Presentation President, Bob Marshall, presented the KRI Presentation. Severe Weather Proclamation Mayor Lance Waters read the 2024 Severe Weather Proclamation which proclaimed the week of March 10th Severe Weather Week. Historic Downtown 2023 Report Main Street Manager, Kristen Johnson, presented the 2023 Historic Downtown Report. Council Member Christopher McCreery asked her a series of questions. CLERK-TREASURER Handbook Change- Holidays Clerk Treasurer Katie Ritchie requested authorization to change the holiday schedule to the Employee Handbook. This would add six holidays: Martin Luther King Day, Primary Election Day, Juneteenth, Columbus Day, General Election Day, and Veteran’s Day. Board Member Shari Targgart made a motion to approve with a second from Council Member Amy Ballard. The motion passed 5 ayes – 0 nays. Handbook Change- Vacation Days Clerk Treasurer Katie Ritchie requested authorization to change the vacation schedule in the Employee Handbook. This would add three vacation days for new hires after 90 days and add more vacation days to certain tiers depending on length of employment. Council Member Tara Streb made a motion to approve with a second from Council Member Shari Targgart. The motion passed 5 ayes – 0 nays. FIRE The January 2024 Fire Report was presented for review. PARK The February 12, 2024 Park Minutes were presented for review. OLD BUSINESS Special Ordinance #1591/ Establishing Campground Fund -3rd Reading Council Member Corey Boese requested the reading of Special Ordinance #1591 in its title only. Attorney Jacob Atz read Special Ordinance #1591 in title only. Council Member Corey Boese made a motion to approve with a second from Council Member Amy Ballard. The motion passed 5 ayes – 0 nays. General Ordinance #1264/ Zoning Regulations- 2nd Reading Council Member Corey Boese requested the reading of General Ordinance #1264 in its entirety. Attorney Jacob Atz read General Ordinance #1264 in its entirety. Council Member Corey Boese made a motion to approve with a second from Council Member Amy Ballard. The motion passed 5 ayes – 0 nays. ALLOWANCE OF BILLS AND CLAIMS Council Member Amy Ballard presented bills and claim numbers 76028 through 76134 for $1,133,972.10 for approval. Council Member Amy Ballard made a motion to approve the bills and claims with a second by Council Member Tara Streb. The motion passed 5 ayes-0 nays. MOTION TO ADJOURN Council Member Shari Targgart made a motion to adjourn the meeting with a second from Council Member Amy Ballard. Mayor Lance Waters adjourned the meeting at 8:58 P.M. ________________________________________ Kathren R.
