MARCH 19, 2024 -7:00 P.M.
The Common Council of the City of Kendallville met in regular session March 19, 2024 at 7:00 P.M.
Roll call was answered by: Mayor Lance Waters, Council Member Corey Boese, Council Member Shari Targgart,
Attorney Jacob Atz, Council Member Tara Streb, and MYAC Member Melissa Smith. Council Member Amy
Ballard and Council Member Christopher McCreery were absent.
Others present were: Katie Ritchie, Matt Getts- KPC, Brad Targgart, John Dixon, Scott Derby, and Austin Lash.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was recited by all in attendance.
MINUTES/ MEETING
Minutes from the March 5, 2024 Common Council meeting were presented for review. Council Member Corey
Boese made a motion to approve with a second from Council Member Shari Targgart. The motion passed 3 ayes –
0 nays.
PETITIONS OR COMMENTS
Mayor Lance Waters thanked Chief McKinley and the rest of the Fire Department for quickly responding to the
house fire on Riley Street.

Resolution #1117- RDC/TIF
Council Member Corey Boese requested the reading of Resolution 1117 in its entirety. Attorney Jacob Atz read
Resolution 1117 in its entirety. Council Member Corey Boese made a motion to approve with a second from
Council Member Tara Streb. The motion passed 3 ayes – 0 nays.
The February 7, 2024 Aviation Minutes were presented for review.

Resolution #1118/ Transfer of Funds for Skate Park and Insurance
Council Member Corey Boese requested the reading of Resolution 1118 in its entirety. Attorney Jacob Atz read

General Ordinance #1264/ Zoning Regulations- 3rd Reading
Council Member Corey Boese requested the reading of General Ordinance #1264 in title only. Attorney Jacob Atz
read General Ordinance #1264 in title only. Council Member Corey Boese made a motion to approve with a
second from Council Member Shari Targgart. The motion passed 3 ayes – 0 nays.
ALLOWANCE OF BILLS AND CLAIMS
Council Member Tara Streb presented bills and claim numbers 76135 through 76231 for $1,193,298.59 for
approval. Council Member Tara Streb made a motion to approve the bills and claims with a second by Council
Member Shari Targgart. The motion passed 3 ayes-0 nays.
MOTION TO ADJOURN
Council Member Shari Targgart made a motion to adjourn the meeting with a second from Council Member
Corey Boese. Mayor Lance Waters adjourned the meeting at 7:15 P.M.
