COMMON COUNCIL COUNCIL CHAMBERS-CITY HALL APRIL 2, 2024 -7:00 P.M. The Common Council of the City of Kendallville met in regular session April 2, 2024 at 7:00 P.M. Roll call was answered by: Mayor Lance Waters, Council Member Amy Ballard, Council Member Corey Boese, Council Member Shari Targgart, and Council Member Tara Streb. Attorney Jacob Atz, Council Member Christopher McCreery, and MYAC Member Melissa Smith were absent. Others present were: Katie Ritchie, Matt Getts- KPC, Heidi Amsbaugh- Baker Tilly, Scott Derby, Regan Ford, Loren Allen, John Dixon, Patrick Howell, Jeremy McKinley, Richard & Kathy Butler, Austin Lash, Kevin Pegan, and Lucas Pant. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited by all in attendance. MINUTES/ MEETING Minutes from the March 19, 2024 Common Council meeting were presented for review. Council Member Tara Streb made a motion to approve with a second from Council Member Shari Targgart. The motion passed 4 ayes – 0 nays. PETITIONS OR COMMENTS No petitions or comments were given. MAYOR Baker Tilly 2023 TIF Management Report Presentation Heidi Amsbaugh from Baker Tilly presented the Council with the 2023 TIF Management Report and Presentation. Resolution #1120/ Sweep Account Interest Council Member Corey Boese requested the reading of Resolution #1120 in its entirety. Mayor Lance Waters read Resolution #1120 in its entirety. Council Member Corey Boese made a motion to approve with a second from Council Member Tara Streb. Clerk Treasurer Katie Ritchie gave a brief description of the functionality of the resolution. The motion passed 4 ayes – 0 nays. Arbor Day Proclamation Mayor Lance Waters read an Arbor Day Proclamation declaring Friday April 26, 2024 as Arbor Day. POLICE 2023 Dispatcher of the Year Chief of Police John Dixon presented Kathy Butler with the 2023 Dispatcher of the Year award. ALLOWANCE OF BILLS AND CLAIMS Council Member Amy Ballard presented bills and claim numbers 76232 through 76328 for $993,829.37 for approval. Council Member Amy Ballard made a motion to approve the bills and claims with a second by Council Member Tara Streb. The motion passed 4 ayes-0 nays. MOTION TO ADJOURN Council Member Shari Targgart made a motion to adjourn the meeting with a second from Council Member Amy Ballard. Mayor Lance Waters adjourned the meeting at 7:24 P.M. ________________________________________ Kathren R.
