APRIL16, 2024 -7:00 P.M.
The Common Council of the City of Kendallville met in regular session April 16, 2024 at 7:00 P.M.
Roll call was answered by: Mayor Lance Waters, Council Member Amy Ballard, Council Member Corey Boese,
Attorney Jacob Atz, Council Member Tara Streb, and Council Member Christopher McCreery. Council Member
Shari Targgart and MYAC Member Melissa Smith were absent.
Others present were: Katie Ritchie, Matt Getts- KPC, Brian Strange, Patrick Howell, Jeremy McKinley, April
Waters, Duc & Sandra Vuong, Laura Watso, Kathy Smith, Diane & Connie Leighty, Rachel Abshire, Joshua,
Ryan Pepple, Laura Pepple, Layne, Lois Mullinia, Kristan Conrad, Joe Hutsell, Angela Handshoe, Kane Sibert,
Carla Mohamedali, Alexa Mohamedali, Debbie & Scott Derby, Brad Baker, Steve Parker, Joseph Vanderpool,
Karalynn Vanderpool, and Kassi Vanderpool.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was recited by all in attendance.
MINUTES/ MEETING
Minutes from the April 2, 2024 Common Council meeting were presented for review. Council Member Amy
Ballard made a motion to approve with a second from Council Member Corey Boese. The motion passed 4 ayes –
0 nays.
PETITIONS OR COMMENTS
Letter Carriers’ Stamp Out Hunger Proclamation
Mayor Lance Waters read the Letter Carriers’ Stamp Out Hunger Proclamation and presented it to a local postal
carrier.
Oath of Office- Joe Hutsell
Mayor Lance Waters led Joe Hutsell in his oath of office as Part Time Detective for the City of Kendallville.
Recognition of Special Olympics of Noble County Basketball Team.
Brad Baker from the Special Olympics of Noble County presented the Council with a short video of the team
winning the State Championship. Mayor Lance Waters congratulated the team and they were given a standing
ovation from the Council and crowd.
ENGINEERING
The March 2024 McCray Solar Report was presented for review.
FIRE
The March 2024 Fire Report was presented for review.
PARK
The March 11, 2024 Park Board Minutes presented for review.
ALLOWANCE OF BILLS AND CLAIMS
Council Member Amy Ballard presented bills and claim numbers 76329 through 76448 for $1,021,914.20 for
approval. Council Member Amy Ballard made a motion to approve the bills and claims with a second by Council
Member Tara Streb. The motion passed 4 ayes-0 nays.
MOTION TO ADJOURN
Council Member Amy Ballard made a motion to adjourn the meeting with a second from Council Member Tara
Streb. Mayor Lance Waters adjourned the meeting at 7:18 P.M.
