JUNE 18, 2024 -7:00 P.M.
The Common Council of the City of Kendallville met in regular session June 18, 2024 at 7:00 P.M.
Roll call was answered by: Mayor Lance Waters, Council Member Amy Ballard, Council Member Shari
Targgart, Attorney Jacob Atz, and Council Member Tara Streb. Council Member Corey Boese, Council Member
Christopher McCreery, and MYAC Member Melissa Smith were absent.
Others present were: Katie Ritchie, Scott Derby, Patrick Howell, SuzAnne Handshoe, Shaye Coil, Kingston
Streich, Jeremy McKinley, and John Dixon
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was recited by all in attendance.
MINUTES/ MEETING
Minutes from the June 4, 2024 Common Council meeting were presented for review. Council Member Shari
Targgart made a motion to approve with a second from Council Member Tara Streb. The motion passed 3 ayes –
0 nays.
PETITIONS OR COMMENTS
No petitions or comments were given.
MAYOR
State of the Youth Address
Former Mayor SuzAnne Handshoe introduced MYAC President Shaye Coil to present the State of the Youth
Address. Handshoe also announced that Coil was accepted into Harvard University. Shaye Coil presented the
State of the Youth Address.
CLERK
2024 Title VI Implementation Plan
Clerk Treasurer Katie Ritchie presented the 2024 Title VI Implementation Plan to the Council that was done by
JPR. Ritchie told the Council this is done annually by JPR. Council Member Tara Streb made a motion to approve
with a second from Council Member Shari Targgart. The motion passed 3 ayes – 0 nays.
ENGINEERING
May Solar Field Report
The May 2024 Solar Field Report was presented for review.
FIRE
The May 2024 Fire Report was presented for review.
PARK
The June 10, 2024 Park Minutes were presented for review.
POLICE
The May 2024 Police Report was presented for review.
OLD BUSINESS
General Ordinance #1265/ Municipal Code Police Fees- 2nd Reading
Council Member Amy Ballard requested the reading of General Ordinance #1265 in its entirety. Attorney Jacob
Atz read General Ordinance #1265 its entirety. Council Member Amy Ballard made a motion to approve with a
second from Council Member Shari Targgart. Mayor Lance Waters told the Council that the fees are well below
the state maximum. The motion passed 3 ayes – 0 nays.
NEW BUSINESS
General Ordinance #1266/ Wastewater Limits- 1st Reading
Council Member Amy Ballard requested the reading of General Ordinance #1266 in title only. Attorney Jacob
Atz read General Ordinance #1266 in title only. Council Member Amy Ballard made a motion to approve with a
second from Council Member Tara Streb. The motion passed 3 ayes – 0 nays.
ALLOWANCE OF BILLS AND CLAIMS
Council Member Amy Ballard presented bills and claim numbers 76820 through 76956 for $1,292,655.64 for
approval. Council Member Amy Ballard made a motion to approve the bills and claims with a second by Council
Member Tara Streb. The motion passed 3 ayes-0 nays.
MOTION TO ADJOURN
Council Member Shari Targgart made a motion to adjourn the meeting with a second from Council Member Amy
Ballard. Mayor Lance Waters adjourned the meeting at 7:015 P.M.
