OCTOBER 15, 2024 -7:00 P.M.
The Common Council of the City of Kendallville met in regular session October 15, 2024 at 7:00 P.M.
Roll call was answered by: Mayor Lance Waters, Council Member Amy Ballard, Council Member Shari
Targgart, Attorney Jacob Atz, and Council Member Christopher McCreery. Council Member Corey Boese and
Council Member Tara Streb were absent.
Others present were: Katie Ritchie, Scott Derby, Scott Mosley, Brian Strange, Patrick Howell, Doug Ebey, Matt
Getts- KPC, Jeremy McKinley, and Eric Murray.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was recited by all in attendance.
MINUTES/ MEETING
Minutes from the October 1, 2024 Common Council meeting were presented for review. Council Member Amy
Ballard made a motion to approve with a second from Council Member Christopher McCreery. The motion
passed 3 ayes – 0 nays.
PETITIONS OR COMMENTS
Local business owner, Doug Ebey, presented an aquatic center investment packet to the Council. This is an
estimated $12,000,000.00- $15,000,000.00 project and once completed Ebey would like to transition ownership to
the Kendallville Park Department. The Council thanked Ebey for approaching the Board and encouraged him to
inform and ask the Park Board of his idea.
MAYOR
Domestic Violence Awareness Month Proclamation
Mayor Lance Waters read a proclamation declaring October as Domestic Violence Awareness Month. Mayor
Waters presented Eric Murray from the County Prosecutors Office with the proclamation.

Solar Field Report- September
The September 2024 Solar Field Report was presented for review.
FIRE
The September 2024 Fire Report was presented for review.
POLICE
The September 2024 Police Report was presented for review.
OLD BUSINESS
Special Ordinance #1593/ 2025 Salary Ordinance- 3rd Reading
Council Member Amy Ballard requested the reading of Special Ordinance #1593 in title only. Attorney Jacob Atz
read Special Ordinance #1593 in title only. Council Member Amy Ballard made a motion to approve with a
second from Council Member Shari Targgart. The motion passed 3 ayes – 0 nays.
General Ordinance #1272/ No Parking This Side of W. Wayne Street – 3rd Reading
Council Member Amy Ballard requested the reading of General Ordinance #1272 in title only. Attorney Jacob
Atz read General Ordinance #1272 in title only. Council Member Amy Ballard made a motion to approve with a
second from Council Member Shari Targgart. The motion passed 3 ayes – 0 nays.
NEW BUSINESS
Special Ordinance #1594/ 2025 Elected Official Salary Ordinance – 1st Reading
Council Member Amy Ballard requested the reading of Special Ordinance #1594 in title only. Attorney Jacob Atz
read Special Ordinance #1594 in title only. Council Member Amy Ballard made a motion to approve with a
second from Council Member Shari Targgart. The motion passed 3 ayes – 0 nays.
ALLOWANCE OF BILLS AND CLAIMS
Council Member Amy Ballard presented bills and claim numbers 77714 through 77802 for $1,275,258.65 for
approval. Council Member Amy Ballard made a motion to approve the bills and claims with a second by Council
Member Shari Targgart. The motion passed 3 ayes-0 nays.
MOTION TO ADJOURN
Council Member Shari Targgart made a motion to adjourn the meeting with a second from Council Member Amy
Ballard. Mayor Lance Waters adjourned the meeting at 7:38 P.M.
