COMMON COUNCIL COUNCIL CHAMBERS-CITY HALL https://www.kendallvillein.gov/recordings FEBRUARY 17, 2026 -7:00 P.M. The Common Council of the City of Kendallville met in regular session February 17, 2026, at 7:00 P.M. Roll call was answered by: Mayor Lance Waters, Council Member Amy Ballard, Council Member Shari Targgart, Attorney Jacob Atz, Council Member Tara Streb, and Council Member Christopher McCreery. Council Member Corey Boese was absent. Others present were Katie Ritchie, April Waters, Scott Derby, Matt Getts- KPC, Bob Combs, Kevin Pegan, Karl Wallace, Duncan Wallace, Lisa Stuckey, Andrew Foster- Inspiration Ministries, Don Harvey- Inspiration Ministries, and John Dixon. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited by all in attendance. MINUTES/ MEETING Minutes from February 3, 2026, Common Council meeting was presented for review. Council Member Christopher McCreery made a motion to approve with a second from Council Member Tara Streb. The motion passed 4 ayes – 0 nays. PETITIONS OR COMMENTS No petitions or comments were given. MAYOR Recognition for Acts of Kindness Mayor Lance Waters and Police Chief John Dixon presented Karl and Duncan Wallace with acts of kindness awards for taking initiative in shoveling sidewalks along downtown Main Street in January. State of The City Address Mayor Lance Waters read the State of the City Address from 2025. Inspiration Ministries Opioid Settlement Funds Request Coordinator, Andrew Foster, approached Council and requested $20,000.00 of restricted opioid funds to help Inspiration Ministries purchase transportation to help people in their program attend treatments. In the fall of 2025 Foster asked Council for $20,000.00 from opioid money if they were approved for a grant to help with transportation and he informed Council that it had been denied. Foster was coming back to the Council to ask if they would still donate that money to help them buy transportation out right without grant help. Council Member Christopher McCreery made a motion to approve with a second from Council Member Tara Streb. The motion passed 4 ayes – 0 nays. Resolution #1137/ Tax Abatement- Flint and Walling Council Member Amy Ballard requested the findings of the tax abatement be read in its entirety. Attorney Jacob Atz read the findings in its entirety. Council Member Amy Ballard made a motion to accept the findings with a second from Council Member Christopher McCreery. The motion passed 4 ayes – 0 nays. Council Member Amy Ballard requested the reading of Resolution #1137 in its entirety. Attorney Jacob Atz read Resolution #1137 in its entirety. Council Member Amy Ballard made a motion to approve with a second from Council Member Christopher McCreery. The motion passed 4 ayes – 0 nays. Resolution #1138/ Tax Abatement- Fairview Flats Council Member Amy Ballard requested the reading of the findings for this abatement be read in its entirety. Attorney Jacob Atz read the findings in their entirety. Council Member Amy Ballard made a motion to accept the findings with a second from Council Member Shair Targgart. The motion passed 4 ayes – 0 nays. Council Member Amy Ballard requested the reading of Resolution #1138 in its entirety. Attorney Jacob Atz read Resolution #1138 in its entirety. Council Member Amy Ballard made a motion to approve with a second from Council Member Shari Targgart. The motion passed 4 ayes – 0 nays. CLERK TREASURER Cancellation of Warrants Clerk Treasurer Katie Ritchie requested authorization to cancel all outstanding warrants from January 1, 2023- July 30, 2025, in the amount of $46,295.31. Council Member Tara Streb made a motion to approve with a second from Council Member Christopher McCreery. The motion passed 4 ayes – 0 nays. FIRE The January 2026 Fire Report was presented for review. POLICE The January 2026 Police Report was presented for review. OLD BUSINESS General Ordinance #1280/ R-1 Single Family District to C-1B, Local Commercial Retail Sales- 3rd Reading Council Member Amy Ballard requested the reading of General Ordinance #1280 in title only. Attorney Jacob Atz read General Ordinance #1280 in title only. Council Member Amy Ballard made a motion to approve with a second from Council Member Tara Streb. The motion passed 4 ayes – 0 nays. ALLOWANCE OF BILLS AND CLAIMS Council Member Amy Ballard presented bills and claim numbers 81614 through 81714 for $1,189,345.22 for approval. Council Member Amy Ballard made a motion to approve the bills and claims with a second by Council Member Tara Streb. The motion passed 4 ayes-0 nays. MOTION TO ADJOURN Council Member Amy Ballard made a motion to adjourn the meeting with a second from Council Member Shari Targgart. Mayor Lance Waters adjourned the meeting at 7:48 P.M. ________________________________________ Kathren R.
