The Common Council of the City of Kendallville met in regular session March 3, 2026, at 7:00 P.M.
Roll call was answered by: Mayor Lance Waters, Council Member Amy Ballard, Council Member Corey Boese,
Council Member Shari Targgart, Attorney Jacob Atz, and Council Member Christopher McCreery. Council
Member Tara Streb was absent.
Others present were Katie Ritchie, April Waters, Scott Derby, Brian Strange, Matt Getts- KPC, Jeremy McKinley,
Brandon Cox, Dakota Dellahan, Casey & Sarah Kintz, Clinton Custer, Shafter Baker, Scott Mosley, Patrick
Howell, Nathaniel Stahl, Lucas Pant, Doug Davis, Brandon Cox, Austin Lash, Sutton Lash, Kiara Terry, Trent
McGregor, Matthew Frick, Tyler Terry, Landon Kintz, and John Dixon.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was recited by all in attendance.
MINUTES/ MEETING
Minutes from February 17, 2026, Common Council meeting was presented for review. Council Member Shari
Targgart made a motion to approve with a second from Council Member Christopher McCreery. The motion
passed 4 ayes – 0 nays.
PETITIONS OR COMMENTS
No petitions or comments were given.
MAYOR
Police Officer of The Year Award
Mayor Lance Waters and Police Chief John Dixon presented Patrolman Clinton Custer with the Police Officer of
The Year Award.
Firefighter of The Year Award
Mayor Lance Waters and Fire Chief Jeremy McKinley presented Firefighter Casey Kintz with the Firefighter of
The Year Award.
ENGINEERING
Administrative Engineer Scott Derby presented the Council with the 2025 McCray Solar Report.
PARK
The 2025 Annual Park Report was presented for review.
ALLOWANCE OF BILLS AND CLAIMS
Council Member Amy Ballard presented bills and claim numbers 81715 through 81783 for $1,405,711.39 for
approval. Council Member Amy Ballard made a motion to approve the bills and claims with a second by Council
Member Shari Targgart. Council Member Christopher McCreery told the Council that he did not agree with the
KLDC’s purchase and price for 211 N. Main Street. This purchase had already been approved by the KLDC
entity. The motion passed 3 ayes-1 nay from Council Member McCreery.
MOTION TO ADJOURN
Council Member Amy Ballard made a motion to adjourn the meeting with a second from Council Member Shari
Targgart. Mayor Lance Waters adjourned the meeting at 7:13 P.M.
