The Common Council of the City of Kendallville met in regular session April 21, 2026, at 7:00 P.M.
Roll call was answered by: Mayor Lance Waters, Council Member Amy Ballard, Council Member Shari
Targgart, Attorney Jacob Atz, Council Member Tara Streb, and Council Member Christopher McCreery. Council
Member Corey Boese was absent.
Others present were Katie Ritchie, April Waters, Patrick Howell, Brian Strange, Matt Getts- KPC, Jeremy
McKinley, Derek Miller- Brooks Construction, Margery Taylor, Regan Ford, Karla Clarke, Misty & Kevin
Pegan, Dakota Dellahan, Brandon Cox, Matthew Gillison, Doug Davis, and John Dixon.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was recited by all in attendance.
MINUTES/ MEETING
Minutes from April 7, 2026, Common Council meeting was presented for review. Council Member Christopher
McCreery made a motion to approve with a second from Council Member Tara Streb. The motion passed 4 ayes –
0 nays.

No petitions or comments were given.
MAYOR
Arbor Day Proclamation
Mayor Lance Waters read the proclamation declaring Friday, April 24, 2026, Arbor Day.
The March Humane Society Report was presented for review.
FIRE
The March Fire Report was presented for review.
POLICE
The March Police Report was presented for review.
Dispatcher of The Year
Chief of Police John Dixon and Mayor Lance Waters presented Margery Taylor with the Dispatcher of the Year
Award.
OLD BUSINESS
General Ordinance #1281/ Rezoning- 3rd Reading
Council Member Amy Ballard requested the reading of General Ordinance #1281 in title only. Attorney Jacob
Atz read General Ordinance #1281 in title only. Council Member Amy Ballard made a motion to approve with a
second from Council Member Shari Targgart. The motion passed 4 ayes – 0 nays.
NEW BUSINESS
General Ordinance #1282/ Handicap Parking- 1st Reading
Council Member Amy Ballard requested the reading of General Ordinance #1282 in title only. Attorney Jacob
Atz read General Ordinance #1282 in title only. Council Member Amy Ballard made a motion to approve with a
second from Council Member Tara Streb. The motion passed 4 ayes – 0 nays.
ALLOWANCE OF BILLS AND CLAIMS
Council Member Amy Ballard presented bills and claim numbers 81975 through 82061 for $1,225,850.09 for
approval. Council Member Amy Ballard made a motion to approve the bills and claims with a second by Council
Member Tara Streb. The motion passed 4 ayes – 0 nays.
MOTION TO ADJOURN
Council Member Tara Streb made a motion to adjourn the meeting with a second from Council Member Shari
Targgart. Mayor Lance Waters adjourned the meeting at 7:07 P.M.
