COMMON COUNCIL COUNCIL CHAMBERS-CITY HALL https://www.kendallvillein.gov/recordings MAY 6, 2026 -7:00 P.M. The Common Council of the City of Kendallville met in regular session May 6, 2026, at 7:00 P.M. Roll call was answered by: Mayor Lance Waters, Council Member Amy Ballard, Council Member Shari Targgart, Council Member Tara Streb, and Council Member Christopher McCreery. Council Member Corey Boese and Attorney Jacob Atz were absent. Others present were Katie Ritchie, April Waters, Scott Derby, Brian Strange, Emma Ballard, Bob Combs, Grace Caswell, Kevin Dressler, Patrick Howell, and John Dixon. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited by all in attendance. MINUTES/ MEETING Minutes from April 21, 2026, Common Council meeting was presented for review. Council Member Shari Targgart made a motion to approve with a second from Council Member Christopher McCreery. The motion passed 4 ayes – 0 nays. PETITIONS OR COMMENTS No petitions or comments were given. MAYOR National Travel & Tourism Week Proclamation Mayor Lance Waters read a proclamation declaring May 3-9, 2026, National Travel & Tourism Week in the City of Kendallville, Indiana. CLERK-TREASURER 2025 RDC TIF Management Report Council Member Tara Streb made a motion to accept the 2025 TIF Management Report with a second from Council Member Christopher McCreery. The motion passed 4 ayes – 0 nays. OLD BUSINESS General Ordinance #1282/ Handicap Parking- 2nd Reading Council Member Amy Ballard requested the reading of General Ordinance #1282 in its entirety. Mayor Lance Waters read General Ordinance #1282 in its entirety. Council Member Amy Ballard made a motion to approve with a second from Council Member Christopher McCreery. McCreery asked the board if handicap parking on the weekends made more sense for this location and it was decided that the area requested isn’t a heavily populated area outside of church time. The motion passed 4 ayes – 0 nays. ALLOWANCE OF BILLS AND CLAIMS Council Member Amy Ballard presented bills and claim numbers 82062 through 82140 for $697,153.84 for approval. Council Member Amy Ballard made a motion to approve the bills and claims with a second by Council Member Shari Targgart. The motion passed 4 ayes – 0 nays. MOTION TO ADJOURN Council Member Tara Streb made a motion to adjourn the meeting with a second from Council Member Shari Targgart. Mayor Lance Waters adjourned the meeting at 7:11 P.M. ________________________________________ Kathren R.
