The Common Council of the City of Kendallville met in regular session May 19, 2026, at 7:00 P.M.
Roll call was answered by: Mayor Lance Waters, Council Member Amy Ballard, Council Member Corey Boese,
Council Member Shari Targgart, Attorney Jacob Atz, Council Member Tara Streb, and Council Member
Christopher McCreery.
Others present were Katie Ritchie, April Waters, Scott Derby, Brian Strange, Jim Dazey, Patrick Howell, Jim
Swartzlander, Matt Getts- KPC, Jeremy McKinley, Kathy & Jeff Smith & family, Kevin Dressler, Patrick Howell,
and John Dixon.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was recited by all in attendance.
MINUTES/ MEETING
Minutes from May 6, 2026, Common Council meeting was presented for review. Council Member Shari Targgart
made a motion to approve with a second from Council Member Tara Streb. The motion passed 5 ayes – 0 nays.
PETITIONS OR COMMENTS
Council Member Christopher McCreery told the board the armed forces race at the park was a huge success and
that it was a great event.
MAYOR
Motorcycle Presentation
Jim Swartzlander gave a presentation about George Wyman riding across country in 1903. Wyman’s records
show he came through Kendallville and as a memorial there is an event taking place at Kendallville Powersports
on June 27, 2026, at 10:00 A.M. All from the community are encouraged to attend.
FIRE
The April 2026 Fire Report was presented for review.
POLICE
The April 2026 Police Report was presented for review.
Crossing Guard Retirement Presentation
Chief of Police, John Dixon, and Mayor, Lance Waters, presented Crossing Guard, Kathy Smith, with a
retirement plaque celebrating her 30 years of service.
OLD BUSINESS
General Ordinance #1282/ Handicap Parking- 3rd Reading
Council Member Corey Boese requested the reading of General Ordinance #1282 in title only. Attorney Jacob Atz
read General Ordinance #1282 in title only. Council Member Corey Boese made a motion to approve with a
second from Council Member Amy Ballard. The motion passed 5 ayes – 0 nays.
ALLOWANCE OF BILLS AND CLAIMS
Council Member Amy Ballard presented bills and claim numbers 82141through 82231 for $985,371.21 for
approval. Council Member Amy Ballard made a motion to approve the bills and claims with a second by Council
Member Tara Streb. The motion passed 5 ayes – 0 nays.
MOTION TO ADJOURN
Council Member Tara Streb made a motion to adjourn the meeting with a second from Council Member Shari
Targgart. Mayor Lance Waters adjourned the meeting at 7:21 P.M.
