Kentland Airport Board MINUTES To: Jim, Debby, Mike, Pat, IN Dept. of Aviation From: Jim Butler Subject: Airport Board Meeting, Monday, December 5, 2022 The Airport Board met on the date shown above, at 6:00 PM at the airport. The first Monday of the month is our regular meeting time and we have posted this on the bulletin board at the airport as well as notified the newspaper. Board members present were Terry Hafstrom, Jerry Carlson, Jim Butler, Jake Shufflebarger and Joe Worley of Hanson Professionals. Old business: At the May meeting Terry Hafstrom pointed out the skirt boards around the bottoms of several hangars have rotted and need to be replaced. Chuck has received a per foot and per pole cost and will measure and tabulate them to arrive at a budgetary figure. New Business: 1) Fuel sales for November were $1,818.02 for AvGas and $1,958.52 for JetA. The amount of AvGas on hand as of this writing is 4907 gallons. The amount of JetA on hand is 1,572 gallons. The Board would like to remind all pilots to please register their flights on the form next to the weather computer. These numbers are shown monthly to the Kentland Town Council as well as the people of Kentland so they will know how much their airport is being used and what it means to the economy of the surrounding area. Please indicate if your flight is for business, pleasure, training, etc. The total expenses for November were $2,475.00 to QT Pod for our annual maintenance agreement of the fuel dispensing system. Jerry made a motion to approve the expenses. The motion was seconded by Jake and approved by a unanimous vote. The runway resealing project is complete. The job was inspected by a company Page 1 of 3 representative and Jim on Tuesday morning, 11/08/22. The work performed was satisfactory. Evidence of a burrowing insect was found. This insect makes a hole in the sealant and burrows into the foam backer rod. The sealing contractor said he found approximately 100 of these holes in the old sealant and suggested a program of applying an insecticide twice per year may be required to protect the sealant from being degraded. Jake suggested contacting Fowler Pest Control as they have a truck mounted spraying system that may be a good fit for this application. Jim will contact them prior to the spring of next year. Jim reported he has analyzed the amount of fuel sold and the fuel pricing formula. The old formula amortized the fuel system maintenance agreement, electric utility and repairs over an annual sales quantity of 8000 gallons. Since we have sold in excess of 14,000 gallons, Jim suggested amortizing the fixed expenses over an annual sales amount of 10,000 gallons. This will allow the airport to offer more competitive pricing thereby achieving more sales. The board is in agreement with this approach. Jim reported the airport has obtained funding from the Newton County Economic Development group as well as a local match from the Town of Kentland for a total of $90,000 to install the concrete floor and roof for hangar 4 as well as the post stabilizers and skirt boards for the tee hangars. Jim further reported that the concrete contractor doesn’t want to start his part of the job until February 27 of 2023 because if he starts now there is the chance of very cold weather preventing him from providing a quality job. The roofing contractor said he has 6 roofs ahead of ours and due to the weather, he can’t predict when he will get those jobs done and get to our project. He did say it will probably be after the first of the year. FC Concrete, Smart Roofing and Rick Negele were the lowest responsible, responsive bidders. Terry reported he ran the car and found the engine maintenance light illuminated. After the first of the year he will take it to the dealer to find out what is wrong. Jake made a motion to approve this expense, seconded by Jerry, motion passed unanimously. Joe Worley gave the Engineer’s report: The grant application for the final phase of the west ramp/stormwater project has been submitted to both the FAA and INDOT. From discussion with them it is expect this grant will be awarded with construction to begin in the late summer of 2023. This will include the concrete work for the ramp as well as the helipad, asphalting of the access road to the helipad, and the entrance road to the runway. The local matching dollars for this final phase of the project will be approximately $56,000.00. The total cost for this phase is approximately $1,100,000.00, with 90% being funded by the FAA and 5% being funded by Page 2 of 3 INDOT. The airport is accumulating approximately $115,000 per year from the Bi-lateral Infrastructure Law. This is a five-year program which will accumulate to approximately $575,000.00. We are looking at what is allowed to be funded with this program and intend to make good use of these funds. Joe likes our suggestion of building the terminal in a modular fashion over a few years and will pursue this idea. Ultimately, we would like a terminal building with a conference room large enough for 30 people, offices, lobby, restrooms, etc. with a hangar and garage area for the snow blower and the courtesy car.
