Kentland Airport Board MINUTES To: Jim, Debby, Mike, Pat, IN Dept. of Aviation From: Jim Butler Subject: Airport Board Meeting, Monday, January 9, 2023 The Airport Board met on the date shown above, at 6:00 PM at the airport. The first Monday of the month is our regular meeting time and we have posted this on the bulletin board at the airport as well as notified the newspaper. However, this month’s meeting was held on January 9 due to the proximity of New Year’s Day to the regular meeting day. Board members present were Terry Deiter, Terry Hafstrom, Jerry Carlson, Jim Butler, Jake Shufflebarger and Joe Worley of Hanson Professionals. Old business: At the May meeting Terry Hafstrom pointed out the skirt boards around the bottoms of several hangars have rotted and need to be replaced. Funding has been secured and when the weather breaks this work will be completed. Evidence of a burrowing insect was found in the joint seals of the runway. This insect makes a hole in the sealant and burrows into the foam backer rod. The sealing contractor said he found approximately 100 of these holes in the old sealant and suggested a program of applying an insecticide twice per year may be required to protect the sealant from being degraded. Jake suggested contacting Fowler Pest Control as they have a truck mounted spraying system that may be a good fit for this application. Jim will contact them prior to the spring of next year. At the December 2022 meeting Jim reported the airport has obtained funding from the Newton County Economic Development group as well as a local match from the Town of Kentland for a total of $90,000 to install the concrete floor and roof for hangar 4 as well as the post stabilizers and skirt boards for the tee hangars. Jim further reported that the concrete contractor doesn’t want to start his part of the job until February 27 of 2023 because if he starts now there is the chance of very cold weather preventing him from providing a quality job. The roofing contractor said he has 6 roofs ahead of ours and due to the weather, he can’t predict when he will get those jobs done and get to our project. He did Page 1 of 3 say it will probably be after the first of the year. FC Concrete, Smart Roofing and Rick Negele were the lowest responsible, responsive bidders. The Bill’s Concrete bid was deemed not responsive as he submitted the bid approximately 33 days after the bid submittal date. At the January 2023 meeting Jake made a motion to accept the Smart Roofing bid. This motion was seconded by Terry Deiter and approved by a unanimous vote. Terry Deiter made a motion to accept the FC Concrete bid. Jerry Carlson seconded the motion which was approved by a unanimous vote. At the December 2022 meeting Terry reported he ran the car and found the engine maintenance light illuminated. After the first of the year he will take it to the dealer to find out what is wrong. Jake made a motion to approve this expense, seconded by Jerry, motion passed unanimously. New Business: 1) Fuel sales for December were $6,373.26 for AvGas and $945.46 for JetA. The amount of AvGas on hand as of this writing is 3827 gallons. The amount of JetA on hand is 1,371 gallons. The Board would like to remind all pilots to please register their flights on the form next to the weather computer. These numbers are shown monthly to the Kentland Town Council as well as the people of Kentland so they will know how much their airport is being used and what it means to the economy of the surrounding area. Please indicate if your flight is for business, pleasure, training, etc. The total expense for December were $50.00 to AirNav for publishing of our fuel prices. This was paid by Jim Butler’s credit card and he is seeking reimbursement. Jake made a motion to approve the expenses. The motion was seconded by Terry Deiter and approved by a unanimous vote. Joe Worley gave the Engineer’s report: The design of the final phase of the west ramp/stormwater project us underway. This will include the concrete paving of the ramp as well as the helipad and the asphalting of the entrance road to the airport along with the road to access the helipad. We have been given assurances by INDOT and the FAA that we will receive the grant to for this phase and expect construction to begin later summer or early fall. Joe submitted a pay request for phase 3 of the west ramp/stormwater project, grant #3-18- 0025-016-2021 in the amount of $32,765.00 for work completed to date.
