Minutes of the Work Meeting of the Mayor and Council, Borough of Keyport, held on the above
date in the Borough Hall Council Chambers, Keyport, N.J., pursuant to the adoption of the
Annual Notice on file with the Borough Clerk, forwarded to the Asbury Park Press, Courier,
Independent, Two River Times and Newark Star Ledger and posted on the Bulletin Board in
accordance with the Open Public Meeting Act, P.L. 1975, Ch. 231.
Councilman Sheridan called the meeting to order at 6:36 P.M. Clerk Valerie Heilweil read the
Sunshine Law Notice.
ROLL CALL
On Roll Call the following were present: Councilmembers Sefcik, Hill, Sheridan, Kovacs,
Walling, Mayor Bergen (arrived 6:37pm). Others present: Borough Administrator Ms. Wright,
Borough Attorney, Eric Winston. Absent: Councilwoman Bolte
RESOLUTION 217-09
1. Resolution #217-09 Closed Session Meeting Contract Negotiation, Personnel, Litigation
WHEREAS, the Open Public Meetings Act, P.L. 1975, Chapter 231, permits the
exclusion of the public from a meeting in certain circumstances; and
WHEREAS, Mayor and Council of the Borough of Keyport are of the opinion that such
circumstances presently exist; and
WHEREAS, the Governing Body wishes to discuss:

CONTRACTS
• Beau Development
NOW, THEREFORE, BE IT RESOLVED by the Governing Body that a meeting of the
Mayor and Council shall be held forthwith from which the public shall be excluded in the Council
Chambers, Borough Hall, for the purpose of discussing the above-mentioned items.
BE IT FURTHER RESOLVED that discussions on Attorney-Client and Contract
Negotiations be conducted at said Closed Session shall be disclosed when the matters
discussed are resolved and this meeting shall continue in approximately 20 minutes.

COMMUNICATIONS AND PETITIONS
1. Letter from Second Baptist Church inviting all to join them in celebrating their pastor’s
fifth anniversary and asking the Borough to submit an ad in their Journal
Motion to take a full page moved by Mr. Kovacs, second by Mr. Sheridan with ayes by all
present.
2. Request to Waive Borough Fees for Raffle Licenses issued to KCCC for Country Jamboree
Motion to approve moved by Mr. Sheridan, second by Ms. Sefcik with ayes by all present.
UNFINISHED BUSINESS
Mr. Kovacs mentioned that the Police Department has received a car donated from Manalapan
to use as the dog car. The Chief will be received a letter from Manalapan.
Mr. Sheridan stated that the Ambulance is due in November. Administrator Wright said it is
expected to be on the November 10th Agenda.
ADMINISTRATOR’S REPORT
Ms. Wright reported on the following:
• Insurance renewals for property and casualty have been sent out for proposals.
• Country Jamboree was a huge success
• Salt Shed – spoke about working a deal with Matawan to store salt. Matawan is
willing to pay up to $2,500 plus some street sweeping on that side of the town.
• Election Day change in Union Contract. Thinks we need a resolution in order to
take action to change.
• Tax Sale date is October 27th
Mr. Kovacs spoke of the water that we are receiving. Says it has a bad smell and taste. Mr.
Kovacs would like a quality report on it.
Mr. Sheridan asked for a Waterfront Park update. Ms. Wright stated that the first week in
November is the estimated completion date. The sod is to be laid next week, then curb and
paving.
NEW BUSINESS
Mr. Sheridan thanked Carla Cefalo and Councilwoman Bolte for the Country Jamboree. First
Aid Cadets are having a Comedy Night on Saturday, November 7th at 7:30 PM in the First Aid
Squad. Beach Clean Up is Saturday, October 24th at Cedar Street Park.

PUBLIC COMMENT PORTION
The meeting was opened to the public for comments or questions at 7:25 P.M.
Sam Minor asked about Maple Place. Mr Minor asked why sidewalks are not being installed on
First Street.
Mayor said Maple Place is a different program.
Mike Lane, 51 First Street stated his sidewalk cost $1,700. Spoke about crosswalk on Broad
Street.
Mayor stated that the County won’t put a mid-block crosswalk. Mr. Lane asked who makes the
decision as to who does each project. Mayor replied that everyone on the list gets to do it if they
draw up the Grant application.
Mr. Lane asked how we get a good price on the engineering work; Mayor explained that
negotiations take place with the Administrator and him.
Mr. Lane asked about DTV negotiations of penalty; Mayor explained.
Mr. Lane also asked about Beau Development Payment in Lieu of Taxes. Mayor explained this
would give a firm start date and make the units more marketable.
Mike Walling mentioned that Eagle Hose is also involved in the fund raiser. Mr. Walling asked
about the dry hydrant on the promenade at American Legion Drive to siphon water from the bay.
Mayor will find out why it was closed. Mr Walling also mentioned that the hydrant by the old
sewer plan is now buried.
There being no more comments or questions from the public, the meeting was closed at 7:46
P.M.
