Minutes of the Regular Meeting of the Mayor and Council, Borough of Keyport, held on the
above date in the Borough Hall Council Chambers, Keyport, N.J., pursuant to the adoption of
the Annual Notice on file with the Borough Clerk, forwarded to the Asbury Park Press, Courier,
Independent, Two River Times and Newark Star Ledger and posted on the Bulletin Board in
accordance with the Open Public Meeting Act, P.L. 1975, Ch. 231.
Councilman Sheridan called the meeting to order at 6:32 P.M. Clerk Valerie Heilweil read the
Sunshine Law Notice.
ROLL CALL
On Roll Call the following were present: Councilmembers Bolte, Sefcik, Hill, Sheridan, Kovacs,
Walling. Others present: Borough Administrator Ms. Wright, Borough Attorney, Eric Winston.

RESOLUTION 228-09
1. Resolution # 228-09 Closed Session Meeting Personnel
WHEREAS, the Open Public Meetings Act, P.L. 1975, Chapter 231, permits the
exclusion of the public from a meeting in certain circumstances; and
WHEREAS, Mayor and Council of the Borough of Keyport are of the opinion that such
circumstances presently exist; and
WHEREAS, the Governing Body wishes to discuss:
PERSONNEL
• Police Department
NOW, THEREFORE, BE IT RESOLVED by the Governing Body that a meeting of the
Mayor and Council shall be held forthwith from which the public shall be excluded in the Council
Chambers, Borough Hall, for the purpose of discussing the above-mentioned items.
BE IT FURTHER RESOLVED that discussions on Personnel be conducted at said
Closed Session shall be disclosed when the matters discussed are resolved and this meeting
shall continue in approximately 20 minutes.

COMMUNICATIONS AND PETITIONS
1. Letter from NJDOT notifying the Borough that Governor Corzine has selected Keyport to
receive funding from the NJDOT Fiscal Year 2010 Municipal Aid Program for Beers Street,
Phase II, in the amount of $225,000
Motion to receive and file was made by Mr. Walling, second by Ms. Sefcik with ayes by all
present.
2. Notice from NJ State League of Municipalities regarding 12th Annual Elected Officials Hall of
Fame
Motion to receive and file was made by Ms. Bolte, second by Mr. Kovacs with ayes by all
present.
3. Communication from Mike Van Jura, 122 Division Street, requesting either a repaving
or repair of Division Street between Elizabeth and Maple
Motion to forward to DPW and Administration was made by Ms. Bolte, second by Mr. Hill with
ayes by all present. Asked for a report from DPW.

Motion to receive and file all reports as read, moved by Ms. Bolte, second by Mr. Walling with
ayes by all present.
COMMITTEE REPORTS
Councilwoman Bolte: Police: Councilwoman Bolte thanked the Chief for his years of service.
Chief will be retiring October 31st but, officially, in March. We accept his retirement with regret.
Councilwoman Sefcik: Buildings, Grounds and Library : Councilwoman Sefcik thanked the
Environmental Commission for a successful clean up in conjunction with Clean Ocean Action.
Green Team had their first meeting last week. The team addressed sustainability, both long and
short term. The team also spoke about composting and rain barrel.
Councilman Hill: Health and Recreation: No report
Councilman Sheridan: Fire, First Aid & Emergency Services: Mr. Sheridan read the First Aid
report. The ambulance is almost ready.
Councilman Walling: Finance, Grants and Redevelopment: No report

Councilman Kovacs: Public Works/Recycling/Property Maintenance: Mr. Kovacs reported that
the hydrants have been flushed. Mr. Kovacs stated that he can taste the difference in the water.
ADMINISTRATOR’S REPORT
Administrator Wright reported on the following:
• Fire Department’s turn out gear
• Open Space Grant application amount for the Skate Park reduced from $59,000 to
$52,000
• Recycling Ordinance – needs to be ready for November 10th meeting
• Recycling Coordinator has dropped off new pamphlets
• Beginning the second week in November there will be a spending freeze
• Will be sending out budget reports
• Next meeting – Resolution on Fire Department maintenance
• Waterfront – sod is down. Underground utility work at the end of the park
• There is a question on whether or not there should be a stop sign at the alley way
because the traffic pattern has changed.
Mr. Kovacs stated that is private property. Administrator stated that the Borough has a right of
way easement; does not want it to be an attractive nuisance.
Mr. Kovacs asked for an update on the salt dome. Administrator gave update.
Administrator spoke about an Interlocal with Matawan with exchange for street sweeping.
Borough will be getting a new server the first week in December.
ATTORNEY'S REPORT
Mr. Walling asked if attorney is charging the Borough for the tax appeals or is the reval company
paying. Mr. Walling feels people would not be appealing had the reval been properly done.

PUBLIC COMMENT PORTION
The meeting was opened to the public for comments or questions at 7:41 P.M.
Kishore, 22 First Street asked about the Open Space Tax and how it is being used.
Administrator replied that a referendum was passed by the Borough in 2002. Based on 2 ½
cents per hundred on assessed valued to be used for recreation and Open Space. The Open
Space question will be on next years’ ballot to change the rate.
Mike Lane – a number of property owners did get an adjustment in the valuation. When does
that take effect?
Attorney replied that any reduction will be given as a credit in the first quarter.
Matt Salvatore, PBA, asked about the status of Patrolman Nagy. Administrator Wright stated
that action has lapsed. No plans of laying him off.
There being no more comments or questions from the public, the meeting was closed at 7:47
P.M.
