Each person shall sign up in advance, may speak only one time, and such address shall be limited to four (4) minutes. A majority of the City Council is required for any time extensions. Lot 5, Block 1, Cosper Creek Addition, from “A-R1” (Agricultural Single-Family Residential District) to “R-2” (Two-Family Residential District).
