NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF COMMISSIONERS FOR THE CITY OF KINGFISHER., OKLAHOMA, SECTION 1. Amendatory Language. Title 9, Chapter 1, Section 4(A) of the Kingfisher City Code shall be amended to read as follows: A. Rates And Charges: Various rates and charges for utility and electric services shall be in such amounts as set by the Board of Commissioners as provided in the fines and fees schedule in appendix A, division IV of this Code. Said rates shall be adjusted annually on July 1 in an amount equal to the change in the Consumer Price Index for all items as set by the United States Bureau of Labor Statisics, unless another amount is specifically approved by the Board of Commissioners. Notice will be sent out to customers noting the pending rate change with utility bills sent out in May of each year. SECTION 2. Amendatory Language. The table showing electric utility rates located in the Fines and Fees Schdule in Appendix A, Division IV Section 9-1-4A shall have all references to summer and winter months removed and shall be amended to read as follows: Electric $/kWh Residential Service Availability Charge - $23.27 per month Rate per kWh $ 0.099 Commercial Service Availability Charge - $34.65 per month Rate per kWh 0.122 SECTION 3. Amendatory Language. Title 9, Chapter 2, Section 1(B) of the Kingfisher City Code shall be ameded to read as follows: B. Connection From Outside City: New connections to the municipal water system from property lying outside the municipal boundaries of the City of Kingfisher are only allowed upon written application approved by the Board of Trustees for the Kingfisher Public Works Authority. An exception to this Page 11 of 21  will be made if it is determined, at the sole discretion of the Board of Trustees, that a significantly beneficial economic impact will be made by authorizing said water service and that the addition of said service will not create a significant adverse impact on the water system. A significantly beneficial economic impact shall exist where it is determined that there is a high likelihood of numerous jobs being created by the applicant of said service or there is a high likelihood of significant economic development that benefits the City of Kingfisher and its citizens. SECTION 4. Amendatory Language. Title 9, Chapter 2, Section 3(A) of the Kingfisher City Code shall be amended to read as follows: A. Rates Established: Rates for water main taps and water usage shall be in such amounts as set by the Board of Commissioners as provided in the fines and fees schedule in appendix A, division IV of this Code. Said rates shall be adjusted annually on July 1 in an amount equal to the change in the Consumer Price Index Index for all items as set by the United States Bureau of Labor Statisics, unless another amount is specifically approved by the Board of Commissioners. Amendatory Language. Title 9, Chapter 3, Section 2(A) of the Kingfisher City Code shall be amended to read as follows: A. User Charges: 1. Basis: All users of the wastewater collection and treatment system shall be charged per metered unit of water billed monthly, based on average monthly water usage during December, January, and February. Said average water usage shall be calculated each March and used to determine the sewer charge for each customer for the next twelve (12) Page 12 of 21  months beginning with the March billing. In the case of users not on a metered basis and new customers for which no previous usage history is available, the city shall establish an estimated water consumption based on a comparison of the nonmetered or new customer with a metered customer of similar class. As an example, a new customer comprising a family of four (4) would be compared with a typical family of four (4) to establish a basis for estimating water consumption. If there is no associated water meter to calculate usage from, a set rate will be charged. 2. Rates Established: Sewer rates (based on units of water usage) shall be in such amounts as set by the board of commissioners as provided in the fines and fees schedule in appendix A, division IV of this code. Said rates shall be adjusted annually on July 1 in an amount equal to the change in the Consumer Price for all items as set by the United States Bureau of Labor Statisics, unless another amount is specifically approved by the Board of Commissioners. Said rates shall be adjusted annually on July 1 in an amount equal to the change in the Consumer Price for all items as set by the United States Bureau of Labor Statisics, unless another amount is specifically approved by the Board of Commissioners. Repealer. All ordinances or parts thereof which are inconsistent with this ordinance are hereby repealed. SECTION 11. Severability. If any section, part of provision of this Ordinance is declared unconstitutional or invalid by a court of competent jurisdiction, then it is expressly provided and it is the intention of the Board of Commissioners in passing this Ordinance that its parts shall be severable and all other parts of this Ordinance shall not be affected thereby and they shall remain in full force and effect. SECTION 12. Emergency. It being necessary for the protection of the public peace and the health and safety of the citizens of Kingfisher, Oklahoma, an emergency is declared to exist, and this ordinance shall be effective on utility billings dated on or after June 30, 2026. Main Street Kingfisher, OK 73750 p: (405) 375-3705 f: (405) 375-3630 MEMO To: Jim Thomas, City Manager From: Jonah Humes, Assistant City Manager Date: 4.24.2026 Subject: Meeker Booster Station Rehab Jim, After visiting the Meeker Booster Station in anticipation of upcoming budget requests, I became concerned that the current condition may lead to failure. This booster station supports water pressure to the south side of Kingfisher, including the hospital. Inframark has included this item in the proposed FY 2027 capital projects, to be funded by capital reserves at an estimated cost of $85,000. The primary issues are the condition of the piping and the lack of redundancy. The station was originally designed to operate with two booster pumps but is currently running on one. The existing pump has significant concerns—it leaks continuously and has reached the end of its useful life. A replacement pump has been purchased and needs to be installed. The project also includes installing new piping and associated components, as well as purchasing and installing a second pump. We recommend expediting this project due to the station’s current condition. Photos on the following pages illustrate these concerns. If the project is delayed until July, there is a risk of pump failure, which could result in significant water service disruption to this area of the community. Need: The existing set up was designed for two pumps. Only one pump currently exists. The existing pump is leaking, is old, and on the verge of failure. (See photos on next page). Failure will impact water on this part of town, including the hospital. Proposal: The rehab would provide two new pumps and piping for the entire facility.
