CALL TO ORDER 4: 30 pm by Mayor Paul Montgomery. II. ROLL CALL by City Recorder Travis Bishop. III. DISCUSSION ITEMS 1. KEDB / NETWORKS Update- Craig Denison, Clay Walker Mr. Craig Denison gave a presentation on projects that have moved forward since the last update in March. He also discussed facade redevelopment grants that have been awarded to downtown businesses, noting the success of that program. There was some discussion as he answered questions from the board. Mr. Clay Walker discussed economic development updates and Mr. Micheal Parker provided information on several properties, including the Airport Parkway, Partnership Park Ill and Phipps Bend Industrial Park. Mr. Walker commented on some land under option that would be a one- billion- dollar investment and 450 high paying jobs. There was considerable discussion regarding Aerospace Park and how the industry has changed since Covid. More discussion ensued throughout as they answered questions. IV. REVIEW OF BUSINESS MEETING AGENDA City staff gave a summary for each item on the June 17, 2025 proposed agenda. The following items were discussed at greater length or received specific questions or concerns. Public Hearing and Consideration of an Ordinance to Set the Property Tax Rates for FY 2025- 2026 ( AF- 168- 2025) Mr. McCartt presented this item and provided details on the tax rate for both the Sullivan and Hawkins County portions of Kingsport since both counties have not gone through the reassessment process yet. XI. 1. Consideration to Amend the Fee Resolution for FY 2026 Fees and Charges Provided for in the City Code ( AF- 140- 2025) The City Manager provided information on this item and the changes being made. Deputy City Manager McReynolds gave further details on the changes to the solid waste fees. XI. 6. Consideration of a Resolution Authorizing the Mayor to Execute CDBG Subrecipient Agreements( AF- 152- 2025) Assistant City Manager Jessica Harmon and City Planner Michael Price answered questions on this item confirming the funding may be cut for these projects and how that will affect this program.
