CALL TO ORDER 4: 30 pm by Mayor Montgomery.

ROLL CALL by City Recorder Travis Bishop.
III. DISCUSSION ITEMS
1. Domtar- Charlie Floyd
Mr. Floyd gave a presentation on Project Bandit regarding the anaerobic digester installation at
the Kingsport Mill. He provided statistics about production and employees. He also talked about
local partnerships and community investments. Mr. Floyd pointed out the mill is the largest
recycler in the state of Tennessee. He provided details on environmental efforts as well as odor
mitigation efforts. Bonnie Depew gave further details and answered questions from the board.
Mr. Floyd provided a timeline for this new project, noting demolition has begun and it is
scheduled to be completed next October. There will be four miles of piping and 20 miles of
electrical wiring once finished. Discussion ensued throughout the presentation.
IV. REVIEW OF BUSINESS MEETING AGENDA
City staff gave a summary for each item on the August 19, 2025 proposed agenda. The following
items were discussed at greater length or received specific questions or concerns.

Conduct a Public Hearing and Consideration of an Ordinance to Amend Zoning of
kIX.
Tax Map 105, Parcel 02. 04 and a Portion of Parcel 02. 20 Located along Blakley Drive from the
R- 1 B, Residential District to A- 1, Agricultural District (AF- 227- 2025) City Planner Jessica
McMurray gave a presentation on this owner requested rezoning.
IX. 2.
Conduct a Public Hearing and Consideration of an Ordinance to Amend Zoning
Chapter 114 by Adding Religious Assembly as a Principal Use in the M- 1, M- 1 R, and MX
Zoning Districts ( AF- 231- 2025) Planning Manager Ken Weems presented this item, discussing the
reasoning behind this change.
XI. 4.
Consideration of a Resolution to Implement Grace Al Pilot Solution for City
Customer Service by Hansen Banner, LLC ( AF- 236- 2025) Floyd Bailey provided information on
this item. There was some discussion as staff answered questions from board members.
XI. 6. Consideration of a Resolution to Rename" Riverview Park" to" Jack Pierce, Sr. Park
at Riverview" ( AF- 240- 2025) Mayor Montgomery commented this is appropriate as Jack Pierce was
considered the historian of Riverview
kW The mayor requested the city manager have staff to evaluate the senior tax relief program to see if
the city could assist beyond the existing program. City Recorder Travis Bishop answered questions
and provided further details, noting it is income based. Some discussion ensued.
