COUNCIL MINUTES November 16, 2020 The City Council of the City of Knoxville, Iowa convened in regular session Monday, November 16, 2020 at 6:15p.m. via teleconference. Mayor Brian Hatch presided and the following Council Members were present: Megan Suhr, John Gotta, Dylan Morse, Justin Plum and Jyl DeJong. Staffs present were City Manager Aaron Adams, Assistant City Manager Heather Ussery, City Clerk Tricia Kincaid, Police Chief Aaron Fuller and Fire Chief Cal Wyman. Motion by DeJong; seconded by Plum to approve the consent agenda as follows, all ayes. 1. Approve City Council Meeting Minutes of November 2, 2020 2. Approve City Council Special Session Meeting Minutes of November 10, 2020 3. Accept Water Board Meeting Minutes of November 10, 2020 4. Accept Knoxville Public Library FY2020 Annual Report 5. Approve 2020 Annual Urban Renewal Report 6. Approve Reappointment of Brandy Snodgrass to the Parks & Recreation Board 7. Approve Appointment of Tara Gordon to the Board of Adjustment 8. Approve Class C Liquor License for Bottoms Up 9. Approve Class C Liquor License for Casey’s General Store #3217 10. Approve Resolution approving 2020 TIF Certifications 11. Approve Resolution authorizing internal advance for funding of Urban Renewal Program Mayor Hatch announced now was the time and place for a Public Hearing on proposed Amendment to the Knoxville Park Lane Urban Renewal Area. The hearing was opened at 6:19 p.m., filing of affidavit of publication was on November 11, 2020. City Manager explained this is setting conditions to continue to collect TIF revenue in the Park Lane Area. The Urban Renewal plan has to be amended in order to extend from where it is on Park Lane to include the VA grounds. There were no written comments or objections and no oral comments or objections. Motion by Plum, seconded by DeJong to close the hearing at 6:23 p.m.; all ayes. Motion by Gotta, seconded by Morse to approve Resolution to declare necessity and establish an urban renewal area, pursuant to section 403.4 of the Code of Iowa and approve Urban Renewal plan amendment for the Knoxville Park Lane Urban Renewal Area; all ayes. Motion by Morse, seconded by Plum to approve Resolution authorizing Internal Advance for funding of Urban Renewal Project; all ayes Motion by Suhr, seconded by Gotta to approve Resolution approving plat of survey for parcel F of the SE ¼ of the NE ¼ of the SE ¼ of Section 12, Township 75 North, Range 20 West of the 5th P.M. in the City of Knoxville, Marion County, Iowa. Two adjoining property owners are wanting to sell off a parcel of land, one to the other. They are asking for the plat of survey to allow this to happen; all ayes. Motion by Morse, seconded by Plum to approve Resolution approving the offer to buy real estate and acceptance for property owned by Competine Creek, L.L.C. and Steven Everly. This is reapproving a different portion and the amount of land being purchased by the Water Department that had previously been approve back in April; all ayes. Motion by Morse, seconded by Plum to approve purchase of a K9 in the amount of $12,500. City Manager Aaron Adams: Enjoy Living Windows which will be streamed live and will give a preview to Merry-N-County Christmas, also thank you to the community for your support of the K9. Police Chief Fuller: Be safe, take precautions during this pandemic. Fire Chief Wyman: Thank you to Marion County Bank, their donation helped purchase turnout gear. Also encourage everyone to answer their phones when public health calls, greatly helps with tracking COVID-19 cases.
