COUNCIL MINUTES June 7, 2021 The City Council of the City of Knoxville, Iowa convened in regular session Monday, June 7, 2021 at 6:15p.m. at the Knoxville Municipal Building. Mayor Brian Hatch presided and the following Council Members were present: Megan Suhr, John Gotta, Dylan Morse, and Justin Plum. Staffs present were Interim City Manager Heather Ussery, City Clerk Tricia Kincaid, Police Chief Aaron Fuller, Fire Chief Cal Wyman and Planning and Zoning Administrator Bill Mettee, Library Director Roslin Thompson, Community Service Officer Meredith Clark and Parks and Recreation Director Brandon Nemmers. Motion by Morse; seconded by Plum to approve the consent agenda as follows, all ayes. 1. Approve City Council Meeting Minutes of May 17, 2021 2. Approve City Council Work Session Meeting Minutes of May 17, 2021 3. Accept Library Board Meeting Minutes of May 19, 2021 4. Accept Housing Board Meeting Minutes of April 19, 2021 5. Approve Appointment of Maureen Hutchins to the Housing Board 9. Approve Nigel Wardlaw and Nyan Baker as Reserve Police Officers 10. Approve April 2021 SRO Report Mayor Hatch announced now was the time and place for a public hearing on the proposed amendment to the 2021 West Pleasant Urban Renewal Area. Interim City Manager Ussery stated this amendment added language to include the agreement between Marion County and the City of Knoxville for the future redevelopment of the area. The filing of affidavit was on June 1, 2021, there were no written or oral objections. Motion by Plum, seconded by Gotta to close the hearing.; all ayes. Motion by Morse, seconded by Suhr to approve Resolution approving the urban renewal plan amendment for the 2012 West Pleasant Urban Renewal Area; all ayes. Motion by Morse, seconded by Suhr to approve resolution setting a date of meeting at which it is proposed to approve a 28E agreement with Marion County, including annual appropriation tax increment payments; all ayes. Mayor Hatch announced now was the time and place for a public hearing on the proposal to enter into a sewer revenue loan and disbursement agreement. Interim City Manager Ussery stated this loan is for the upcoming Water Reclamation Facility project for UV disinfection. The financing is for a three-year, zero percent interest loan of $450,000. The filing of affidavit was on June 1, 2021, there were no written or oral objections. Motion by Gotta, seconded by Plum to close the hearing.; all ayes. Motion by Suh, seconded by Morse to approve resolution taking additional action with respect to a sewer revenue loan and disbursement agreement and authorizing, approving and securing the payment of a $450,000 sewer revenue loan and disbursement agreement anticipation project note (IFA interim loan and disbursement agreement); all ayes. Mayor Hatch announced now was the time and place for a public hearing on the sale of 401 Third Street Place. Zoning Administrator Mettee stated this is a city owned property that the city is prepared to dispose of. The adjoining property owner has offered $11,000 for the property. The filing of affidavit was on June 1, 2021, there were no written or oral objections. Motion by Morse, seconded by Gotta to close the hearing.; all ayes. Motion by Morse; seconded by Plum to approve resolution directing the sale of an interest in real property following the public hearing in the amount of $11,000, all ayes. Beth Tatarko with Austin Peters Group gave a presentation to City Council on the classification and compensation study. Tatarko shared the market analysis research that was found after surveying 22 comparable Iowa cities. After determining pay ranges for Knoxville, to get all Knoxville City employees to the minimum market range average the cost would be $107,497. Tatarko laid out three options for Council to consider for implementation. After consideration, City Council directed Interim City Manager Ussery to move forward with Option 1, full implementation as of July 1, 2021. Motion by Morse, seconded by Gotta to approve moving forward with a request for proposals of a parks and recreation master plan; all ayes. Parks and Recreation Director Nemmers stated we have a Youngs Park Master Plan, Recreation Center Master Plan and Trails Master Plan. Over the years the plans for implementation of these have changed with the acquisition of the VA campus. It would be beneficial to seek an updated plan that encompasses the plans we already have as well as consideration of the land that’s now in local control. Council discussed funding for the plan. Nemmers recommended utilizing the Auld Park Trust Fund that has approximately $24,000 fund balance. Council Member Suhr requested staff to research if the funds could be utilized in that way. Motion by Morse, seconded by Gotta to approve use fire department memorial funds to purchase uniforms for the members; all ayes. A discussion was held regarding the creation of a Community and Economic Development Director. Interim City Manager Ussery provided an update on the meetings and feedback that’s been held since the initial discussion with Council on the topic back in February including community meeting with local leaders and the feedback from the public presentation with the Iowa Economic Development Authority Downtown Assessment Team. Council Member Suhr discussed her concerns with funding of the position and the current situation with the City Manager recruitment. Interim City Manager Ussery discussed the funding options that would pay for the wages of the new position along with the change in job functions for the current administration positions. Council decided to put the item on hold until the City Manager recruitment was further along as well as all members of the council were present to discuss. No action was taken. Motion by Morse, seconded by Plum to approve resolution supporting the East Village Housing Project, the Phase 1 Workforce Housing Tax Credit application, and the eligibility to apply for the property tax abatement which would be the municipality’s financial contribution; all ayes.
