COUNCIL MINUTES June 21, 2021 The City Council of the City of Knoxville, Iowa convened in regular session Monday, June 21, 2021 at 6:15p.m. at the Knoxville Municipal Building. Mayor Brian Hatch presided and the following Council Members were present: Megan Suhr, John Gotta, Dylan Morse, Justin Plum and Jyl DeJong. Staffs present were Interim City Manager Heather Ussery, City Clerk Tricia Kincaid, Police Chief Aaron Fuller, Fire Chief Cal Wyman and Library Director Roslin Thompson. Citizen/Public Comments: Resident Danielle Rotz made comments on the water quality in the city. Her letter will be attached to the July 6th council meeting where council can discuss further with her. The Pledge of Allegiance was requested and led by Ms. Rotz. Motion by Morse; seconded by Gotta to approve the consent agenda as follows, all ayes. 1. Approve City Council Meeting Minutes of June 7, 2021 2. Accept Water Board Meeting Minutes of June 8, 2021 3. Accept Library Board Meeting Minutes of June 16, 2021 4. Accept resignation of Mary Lane from the Knoxville Library Board 5. Accept resignation of Pat Wilson from the Knoxville Library Board 6. Approve appointment of Erin McBride to the Library Board 7. Approve appointment of David Johnson to the Knoxville Library Board 8. Approve cigarette permits effective July 1, 2021 for Hy-Vee Food Store, Hy-Vee Fast and Fresh, Hy-Vee Wine and Spirits, Round Window Liquor, Kline’s Quick Time, Dollar General Store #6820, Dollar General Store #3540, Murphy USA, Wal- Mart, New Star, Knoxville 66, Casey’s Store #1827, Casey’s Store #3217, Casey’s Store #1610 and Fareway 9. Approve Class C Liquor License for Pizza Hut 10. Approve Class C Liquor License for VFW 11. Approve May 2021 CSO Report 12. Accept quarterly working groups update Police Chief Fuller presented Lifesaving Awards to Officer Weppler and Officer Nichol. Fire Chief Wyman presented Lifesaving Awards to Jordan Beal, Paula Rankin, Travis Delaney and T.J. Markley. Mayor Hatch announced now was the time and place for a public hearing the proposed 28E Agreement with Marion County. Interim City Manager Ussery stated this is an agreement moving forward with the county regarding the VA Campus development moving forward. The filing of affidavit was on June 14, 2021, there were no written or oral objections. Motion by Suhr, seconded by Morse to close the hearing at 6:42 p.m..; all ayes. Motion by Morse, seconded by Suhr to approve Resolution approving 28E Agreement with Marion County, Iowa, authorizing annual appropriation tax increment payments and pledging certain tax increment revenues to the payment of the agreement; all ayes. Motion by Suhr, seconded by Gotta to approve resolution setting salaries/wages for appointed officers and non-collective bargaining unit employees of the City of Knoxville for the fiscal year beginning July 1, 2021; all ayes. Motion by Suhr, seconded by Plum to approve bid from Midwest Sanitation for residential City-Wide Clean Up. Interim City Manager Heather Ussery explained since the new budget is going in to effect on July 1st and since having the operation clean sweep staff felt having the clean-up in September would be beneficial to residents rather than waiting until Spring; all ayes. Motion by Morse, seconded by DeJong to approve resolution proposing an interest in real property by sale for the property at 705 S Seventh in the amount of $16,000; all ayes. Motion by Morse, seconded by Gotta to approve Resolution calling for a public referendum to authorize the imposition of a local sales and service tax in the City of Knoxville, Iowa at the rate of 1%. This is not a new sales tax; the city has had this for the past 20 years. This tax has helped fund several projects within the City. This will be on the ballot in November; all ayes. Motion by Morse; seconded by DeJong to approve resolution calling for a public referendum to authorize the imposition of a local sales and service tax in the City of Melcher-Dallas, County of Marion, Iowa, at the rate of 1%. 50% approval in the county is required, they are reaching out for the City’s support to move forward; all ayes. Thank you all for making the Retro Ridiculous Days a success. Interim City Manager Heather Ussery: Thank you to the Chamber and all those that helped with the Retro Ridiculous Days. A Rural assessment Grant was awarded to the City. Community Pride Contest voting starts Wednesday, June 23rd. The winner for this will get a custom mural from a renowned Iowa mural artist. Fundraising has started for a commercial grade Christmas Tree that would replace the string of lights tree uptown during the holiday season. Library Director Roslin Thompson: The summer library program is doing well and strong.
