COUNCIL MINUTES
July 5, 2022
The City Council of the City of Knoxville, Iowa convened in regular session Monday, July 5,
2022 at 6:15 p.m. at the Knoxville Municipal Building Council Chambers. Mayor Hatch
presided and the following Council Members were present: Megan Suhr, John Gotta, Dylan
Morse and Dawn Rankin. Staffs present were City Manager Heather Ussery, City Clerk Tricia
Kincaid, Fire Chief Cal Wyman, Police Chief Aaron Fuller, Planning & Zoning Administrator
Nathan Parch and Community and Economic Development Directors Glenn Lyons and Marilyn
Arber.
Motion by Morse, seconded by Rankin to approve consent agenda; all ayes.

3. Accept Airport Commission Meeting Minutes of May 14, 2022
4. Accept Housing Board Meeting Minutes of May 16, 2022

7. Set a public hearing for July 18, 2022 at 6:15 p.m. in regards to vacating an alley
Mayor Hatch announced now was the time and place for a public hearing for a rezoning
request at 714 W Rock Island. The hearing was opened at 6:16 p.m. Filing of affidavit of
publication was on 7/1/2022. There was one written objection, no oral objections. This home is
currently owned by Low Rent Housing. They are wanting to convert it into their main office.
They are requesting to change the zoning from R-3, Multi-Family Residential District, to M-1,
Service Commercial/Limited Industrial District. Motion by Morse, seconded by Gotta to close
the hearing at 6:48 p.m.; all ayes.
Motion by Morse, seconded by Gotta to approve first consideration to adopt an Ordinance
amending the zoning code of the code of Ordinances of the City of Knoxville, Iowa, 2009;
Rankin, Gotta, Morse, ayes, Suhr, nay.
Mayor Hatch announced now was the time and place for a public hearing for a rezoning
request for portion of former VA property. The hearing was opened at 6:50 p.m. Filing of
affidavit was on 7/1/2022. There were no written or oral objections. This proposal would
change the current zoning from R-2, one and two -family residential to R-2 planned unit
development. If approved plans would include 68 lots for residential development, a public park
and stormwater detention area. The application for rezoning was not signed by Marion County
therefore this public hearing was left open and will continue at the July 18th meeting.
Motion by Suhr, seconded by Rankin to table first consideration, possible waive second and third
consideration to adopt an Ordinance amending the zoning code or the code of Ordinances of the
City of Knoxville, Iowa, 2009; all ayes.
Motion by Suhr, seconded by Morse to approve sale of Rescue 317 and Engine 312. This
would be to replace both apparatuses with one to save space. All ayes.
Motion by Morse, seconded by Rankin to approve payment of claims; Gotta, Morse, Rankin,
ayes, Suhr, nay.

Mayor Hatch: Thank you to everyone for the 4th of July festivities, had a lot events, thank you to
all of the volunteers and all of those that came out and participated.
City Manager Ussery: Thank everyone as well and everyone involved for another successful
community event.
Fire Chief Wyman: We received a grant from Prairie Meadows for a little over $25,000 to
replace our extrication equipment with battery powered.
Police Chief Fuller: The 5K had around 50 signed up, was a great day. Thank you to all of the
volunteers for their hard work and dedication.
Planning & Zoning Administrator Parch: Update on the Kading Development, mostly doing site
work, utilities, paving streets and now submitted permits for 12 buildings; 8 duplexes and 4 –
fourplexes.
Motion by Rankin, seconded by Gotta to adjourn at 7:33 p.m.; all ayes.
