COUNCIL MINUTES July 18, 2022 The City Council of the City of Knoxville, Iowa convened in regular session Monday, July 18, 2022 at 6:15 p.m. at the Knoxville Municipal Building Council Chambers. Mayor Hatch presided and the following Council Members were present: Megan Suhr, John Gotta by phone, Dylan Morse, Dawn Rankin and Jyl DeJong. Staffs present were City Manager Heather Ussery, Fire Chief Cal Wyman, Police Chief Aaron Fuller and Community and Economic Development Directors Glenn Lyons and Marilyn Arber. Motion by Morse, seconded by Rankin to approve consent agenda; all ayes. 1. Approve City Council Meeting Minutes of July 5, 2022 2. Accept Water Board Meeting Minutes of July 12, 2022 3. Accept Parks and Recreation Commission Meeting Minutes of May 9, 2022 4. Approve Class C Liquor License for A&P Pub 5. Approve Class C Liquor License for Cobblestone Hotel & Suites 6. Approve Class C Liquor License for Wal-Mart 7. Set a public hearing for August 1, 2022 at 6:15 p.m. to approve a rezoning application for 1514 and 1610 E. Marion Street from C-2, General Commercial, to M-1 Service Commercial/Limited Industrial District. Mayor Hatch announced now was the time and place to continue the public hearing for a rezoning request for a portion of the former VA property. The hearing was opened at 6:17 p.m. Filing of affidavit of publication was on 7/1/2022. There was one written objection, no oral objections. Marion County Board of Supervisors approved the rezoning application at their July 12th meeting. Council is now able to move forward with approval. Motion by Rankin, seconded by DeJong to close the hearing; all ayes. Motion by DeJong, seconded by Rankin to approve first consideration, waive second and third consideration and adopt an ordinance amending the zoning code of the code of ordinances of the City of Knoxville, Iowa, 2009. to adopt an Ordinance amending the zoning code of the code of Ordinances of the City of Knoxville, Iowa, 2009; all ayes. Motion by Suhr, seconded by Morse to approve resolution approving preliminary plat for the Veterans District Subdivision-Phase 1, all ayes. Economic Development Director Lyons summarized the master plan included. The subdivision will include 68 lots ranging from single family, duplex and 3-unit row housing and a 3-acre park. Mayor Hatch announced now was the time and place for a public hearing for vacating an alley. The hearing was opened at 6:25 p.m. Filing of affidavit was on 7/15/2022. There were no written or oral objections. City Manager Ussery stated the request was brought to staff by a property owner. This alley is not a through alley, has no garage access to adjoining property owners and there are no city utilities through the alley therefore allowing the city to vacate. Motion by Morse, seconded by Ranking to close the hearing, all ayes. Motion by Morse, seconded by Rankin to approve first consideration, waive second and third consideration and adopt an ordinance vacating an alley located within corporate limits of the City of Knoxville, Iowa; all ayes. Motion by Morse, seconded by Rankin to approve resolution proposing the disposal of an interest in real property by sales, all ayes. Motion by Morse, seconded by DeJong to approve second consideration, waive third consideration and adopt an ordinance amending the zoning code of the code of ordinances of the City of Knoxville, Iowa, 2009 with the condition that the rezoning will terminate when the property is no longer being utilized as an office by the Knoxville Public Housing Agency, ayes: Rankin, DeJong, Gotta, Morse. Nays: Suhr. Motion by Suhr, seconded by Morse to approve storefront improvement grants for 101 S. Third Street, 105 S. Third Street and 319 E. Main Street, all ayes.
