COUNCIL MINUTES August 1, 2022 The City Council of the City of Knoxville, Iowa convened in regular session Monday, August 1, 2022 at 6:15 p.m. at the Knoxville Municipal Building Council Chambers. Mayor Hatch presided and the following Council Members were present: Megan Suhr, John Gotta, Dylan Morse, Dawn Rankin by phone and Jyl DeJong. Staffs present were City Manager Heather Ussery, City Clerk Tricia Kincaid, Fire Chief Cal Wyman, Police Chief Aaron Fuller and Planning & Zoning Director Nathan Parch. Motion by Morse, seconded by Gotta to approve consent agenda; all ayes. 1. Approve City Council Meeting Minutes of July 18, 2022 2. Accept Housing Board Meeting Minutes of June 20, 2022 3. Accept Housing Board Annual Meeting Minutes of June 20, 2022 4. Accept Library Board Meeting Minutes of July 19, 2022 5. Approve appointment of John Mertz to the Library Board Mayor Hatch announced now was the time and place for a public hearing for the disposal of an interest in real property by sale. The hearing was opened at 6:17 p.m., filing of affidavit of publication was on 07/22/22. This is the final step to vacate the alley located between Park Lane and Conrey. It is not a through alley. Property owners will have the option to purchase the portion behind their home. Cost is $.10 a square foot plus any publication costs. There were no written or oral comments or objections. Motion by Gotta, seconded by DeJong to close the hearing at 6:19 p.m.; all ayes. Motion by Suhr, seconded by Morse to approve Resolution directing the sale of an interest in real property at $.10 a square foot plus price of publication following the public hearing. all ayes. Mayor Hatch announced now was the time and place for a public hearing for a rezoning request for 1514 and 1610 E Marion Street. The hearing was opened at 6:20 p.m. filing of affidavit of publication was on 07/29/22. Nathan Parch explained this is a request to change the current zoning from C-2, General Commercial, to M-1, Service Commercial/Limited Industrial for the use of personal/business storage needs. There were no written or oral comments or objections. Motion by Suhr, seconded by DeJong to close the hearing at 6:32 p.m.; all ayes. Motion by Gotta, seconded by Morse to approve first consideration, waive second and third consideration and adopt an Ordinance amending the zoning code of the code of Ordinances of the City of Knoxville, Iowa, 2009; all ayes. Motion by Suhr, seconded by Morse to approve paying the reserve officers according to the council letter from the police chief for a budget total of $10,000., all ayes. Motion by Morse, seconded by DeJong to approve first consideration, possible waive second and third consideration to adopt an Ordinance amending the code of Ordinances of the City of Knoxville, Iowa, 2009, by amending provisions pertaining to the speed limit on Willetts Drive. This would be to lower the speed limit on Willetts from Pleasant to Howard to a 25 mph zone and keep from the gravel portion to Bell 30 mph zone; all ayes. After that is completed, they will go back and work on sodding. Eric Caviness has been hired effective August 15, 2022 as Streets Supervisor. Knoxville Leadership Academy, we are hoping to be able to have that program again this year. September 1st is the application deadline and can be filled out online and emailed to Heather or brought up to City Hall. Fire Chief Wyman: With Nationals coming up, 10 days, a lot of people in town, please watch your surroundings and pay attention, it will also be really hot, bring proper hydration and proper fluids. Police Chief Fuller: Looking forward to another year of Nationals. Motion by Suhr, seconded by DeJong to adjourn to closed session according to Section 21.5 (J)(Real Estate) of the Iowa Code at 7:01 p.m.; all ayes. Motion by DeJong, seconded by Gotta, to reconvene in open session at 7:34 p.m. an council action as needed. No action taken.
