November 21, 2022
The City Council of the City of Knoxville, Iowa convened in regular session Monday,
November 21, 2022 at 6:15 p.m. at the Knoxville Municipal Building Council Chambers. Mayor
Hatch presided and the following Council Members were present: Megan Suhr, John Gotta,
Dylan Morse, Dawn Rankin, and Jyl DeJong. Staffs present were City Manager, Heather Ussery;
City Clerk, Jodie Wyman; Fire Chief, Cal Wyman; Police Chief, Aaron Fuller; Planning and
Zoning Director, Nathan Parch; Airport Manager, Dan Van Donselaar; and CSO Meredith Clark.
Motion by Morse, seconded by Rankin to approve consent agenda; all ayes.

Mayor Hatch thanked the Des Moines Skydivers for attending and welcomed them to
Knoxville. The Des Moines Skydivers President, Brandon Stevens, and former President, Randy
Roth, gave a brief introduction of the board and the organization to Council. Beginning in
Spring 2023 residents are invited to take part in or come to the viewing area to watch the
estimated 120-150 tandem jumps each day of the weekend.
Mayor Hatch announced now was the time and place for a public hearing on the proposed
designation of the 2022 Ridge Development Urban Renewal Area. The hearing was opened at
6:33 p.m., filing of affidavit of publication was on November 18, 2022. The area of
development will be comprised of three commercial buildings. There were no written or oral
comments or objections. Motion by Suhr, seconded by Gotta to close the hearing at 6:35 p.m.;
all ayes.
Motion by Suhr; seconded by Rankin to approve a resolution to declare necessity and
establish an urban renewal area, pursuant to Section 403.4 of the Code of Iowa and to approve
urban renewal plan and projects for the 2022 Ridge Development Urban Renewal Area. The
motion passed all ayes.
Motion by Morse; seconded by Gotta to approve the first consideration of an ordinance
providing for the division of taxes levied on taxable property in the 2022 Ridge Development
Urban Renewal Area, pursuant to Section 403.19 of the Code of Iowa. The motion passed all
ayes.
Mayor Hatch announced now was the time and place for a public hearing to approve a
rezoning application for 1506 and 1510 E Marion Street from C-2, General Commercial, to M-1,
Service Commercial/Limited Industrial District. The hearing was opened at 6:38 p.m., filing of
affidavit of publication was on November 18, 2022. There were no written or oral comments or
objections. Motion by Gotta, seconded by Suhr to close the hearing at 6:41 p.m.; all ayes.
Motion by Gotta, seconded by Rankin to approve first consideration, waive second and third
consideration and adopt an ordinance amending the Zoning Code of the Code of Ordinances of
the City of Knoxville, Iowa, 2009. The motion passed all ayes.
Motion by Morse, seconded by Gotta to approve a resolution approving the final plat for the
Veterans District Plat 1 Subdivision. The motion passed on a roll call vote.
Motion by Morse, seconded by Gotta to approve the third consideration and adopt an
ordinance amending the Code of Ordinances of the City of Knoxville, Iowa, 2009, by amending
provisions pertaining to vacant building permit and inspections, with a six-month
implementation grace period. The motion passed on a roll call vote as follows: Rankin, aye;
DeJong, aye Suhr, nay; Gotta, aye; and Morse, aye.
Motion by Gotta, seconded by Rankin to approve the third consideration and adopt an
ordinance amending the Code of Ordinances of the City of Knoxville, Iowa, 2009, by amending
Chapter 6 regarding the use of golf carts and utility trail vehicles on city streets. The motion
passed all ayes.
Motion by Suhr, seconded by Rankin to approve payment of claims; all ayes.

Mayor Hatch: Thank you to all involved with the Living Windows event, donors and community
involvement with the new Christmas Tree, and volunteers helping with the Marion County
Christmas in Marion County Park. There was a great turn out for the VA District ground
breaking ceremony today.
City Manager Ussery: Thank you to the Knoxville Area Ministerial Association for the meeting
held at KPAC on Sunday evening. There was a great turn out from the community and lots of
exciting information was shared.
Fire Chief Wyman: New ambulance arrived that was ordered twenty to twenty-four months ago
and the Fire/EMS would like to thank Council and the Mayor for the continued support. K-9
Glory graduated her training and is now one of two fully certified K-9s in the state. She has been
deployed four times so far and is doing great work in the community.
Police Chief Aaron Fuller: no report.
CSO Meredith Clark: Reminder to residents to prepare shovels.
Planning and Zoning Director Nathan Parch: Permits have been issued to the Skydivers for the
hangar and more are in process for utilities.
Airport Manager Dan Van Donselaar: no report.
Motion by Rankin, seconded by Suhr to adjourn at 7:25 p.m.; all ayes.
