COUNCIL MINUTES June 5, 2023 The City Council of the City of Knoxville, Iowa, convened in regular session Monday, June 5, 2023, at 6:15 p.m. at the Knoxville Municipal Building Council Chambers. Mayor Hatch presided and the following Council Members were present: Megan Suhr, John Gotta, Dylan Morse, Dawn Rankin, and Jyl DeJong. Staffs present were City Manager, Heather Ussery; City Clerk, Jodie Wyman; Fire Chief, Cal Wyman; Police Chief, Aaron Fuller; Parks and Recreation Director, Brandon Nemmers; Planning and Zoning Director, Nathan Parch; CSO, Meredith Clark; and Economic Development Directors, Glenn Lyons and Marilyn Arber. Motion by Morse, seconded by Rankin to approve the storefront improvement grants for 119 S Third Street and 121 S Third Street. The motion passed all ayes. Motion by Gotta, seconded by Suhr to approve first consideration, waive second and third consideration, and adopt an ordinance amending the Code of Ordinances of the City of Knoxville, Iowa, by amending provisions pertaining to the definition of permitted fowl. The motion passed on a roll call vote: DeJong – aye, Suhr – aye, Gotta – aye, Morse – nay, and Rankin – aye. Motion by DeJong, seconded by Rankin to approve first consideration, waive second and third consideration, and adopt an ordinance amending the Code of Ordinances of the City of Knoxville, Iowa, by amending provisions pertaining to the plumbing code and mechanical code. The motion passed all ayes. Motion by Gotta, seconded by Morse to approve first consideration, waive second and third consideration, and adopt an ordinance amending the Code of Ordinances of the City of Knoxville, Iowa, by amending provisions pertaining to the electrical code, all ayes. Motion by Morse, seconded by Rankin to approve first consideration, waive second and third consideration, and adopt an ordinance amending the Code of Ordinances of the City of Knoxville, Iowa, by adding a new chapter entitled Property Maintenance Code. A family communicated recently that they were staying at the Marion County Campground for the weekend and took a stroll down the trail to the butterfly garden, where their children were entertained for hours. An additional thank you to Thrive, Hannah Vander Veer, and Amber Klootwyk for the new mural at Auld Park. Finally, a big welcome to Nathan Sage, the new Director of the Chamber. City Manager Ussery: An application has been submitted for a Thriving Community designation through the IDEA. The next steps in the application process are the potential of being invited to do a presentation to IDEA in July, which extra points are awarded, and then extended an invite to the September Conference to promote the applicants’ projects. Fire Chief Wyman: May 23, 2023, from 5:00 – 7:00 p.m. the Fire Department held the annual open house to celebrate EMS Week, and it was a success. Thank you to all that stopped in. Police Chief Fuller: None. Parks and Recreation Director Nemmers: Both Edwards and Veteran’s Park projects are moving right along. The bid process for trail extension will begin soon. Planning and Zoning Director Parch: The ribbon cutting for Kading Properties has been set for Wednesday, June 14th at 3:00 p.m. Motion by Morse, seconded by Suhr to adjourn to closed session according to Section 21.5(c) (Litigation) of the Iowa Code at 7:03 p.m.; all ayes. Motion by Gotta, seconded by Morse to reconvene in open session at 7:18 p.m. The motion passed all ayes. Motion by Suhr, seconded by Gotta to set a public hearing to approve amendments to the Zoning Ordinance, Title 9, Chapter 1, Section 3, Paragraph H – Adult Cabaret. The motion passed on a roll call vote. Motion by Morse, seconded by Rankin to adjourn to closed session according to Section 21.5(i) (Personnel) of the Iowa Code at 7:19 p.m.; all ayes.
