COUNCIL MINUTES June 19, 2023 The City Council of the City of Knoxville, Iowa, convened in regular session Monday, June 19, 2023, at 6:15 p.m. at the Knoxville Municipal Building Council Chambers. Mayor Hatch presided and the following Council Members were present: Megan Suhr, John Gotta, Dylan Morse, and Jyl DeJong. Council Member, Dawn Rankin was absent. Approve Class E Retail Alcohol License for Wal-Mart Supercenter #2935 Mayor Hatch announced now was the time and place for a public hearing to approve amendments to the Zoning Ordinance, Title 9, Chapter 1, Section 3, Paragraph H – Adult Cabaret. The hearing was opened at 6:17 p.m., filing of affidavit of publication was on June 9, 2023. There were no written or oral comments or objections. Motion by Gotta, seconded by Suhr to close the hearing at 6:20 p.m.; all ayes. Motion by Suhr; seconded by Morse to approve the first consideration, waive second and third considerations, and adopt an ordinance amending the Code of Ordinances of the City of Knoxville, Iowa, by amending the definition of Adult Cabaret. The motion passed all ayes. After discussion, Council directed staff to survey businesses located within the 2023 Street Improvement Project area to gauge interest/need for fire suppression installation. No official action was taken by Council. Motion by Morse, seconded by Gotta to approve Change Order #4 for the Water Reclamation Facility Improvement Project in the amount of $90,719.00. The motion passed all ayes. Motion by Suhr, seconded by DeJong to approve the use of City of Knoxville, Iowa, LMI funds, not to exceed $15,000.00, to assist Habitat for Humanity of Marion County, Inc. to acquire a lot for single-family home. The motion passed on a roll call vote.  Motion by Morse, seconded by Suhr to provide support for the Knoxville Municipal Airport event, Fly Iowa and allocate financial support to cover the wages of necessary public safety personnel. The motion passed all ayes. Motion by Suhr, seconded by Gotta to approve a resolution setting salaries/wages for appointed officers and non-collective bargaining unit employees of the City of Knoxville for the fiscal year beginning July 1, 2023, all ayes. City Manager Ussery: Three new metal artwork pieces have been installed on lamp posts in the downtown area. These pieces were designed by the Knoxville High Schools’ Advanced Manufacturing Class and we would love to hear feedback to see if we would like to add additional pieces. Fire Chief Wyman: The heavy wet rescue truck has returned and has been placed in service. Police Chief Fuller: Had the opportunity to meet two new families that moved to town recently attended the Family Fun Fair. Sergeant Rowland has indicated that he is planning to retire on July 14, 2023. From the previous recruiting process, his replacement is scheduled to start the Monday following the retirement. The candidate will have to go through the academy. City Clerk Wyman: Provided Council with a progress update on the rental inspection program.
