COUNCIL MINUTES October 16, 2023 The City Council of Knoxville, Iowa, convened in regular session on Monday, October 16, 2023, at 6:15 p.m. at the Knoxville Municipal Building Council Chambers. Mayor Hatch presided, and the following Council Members were present: Megan Day, John Gotta, Dylan Morse, Dawn Rankin, and Jyl DeJong. Staff present were City Manager Heather Ussery; City Clerk Jodie Wyman; Fire Chief Cal Wyman; Police Chief Aaron Fuller; Parks and Recreation Director Brandon Nemmers; Economic Development Director Glenn Lyons; and Planning and Zoning Director Nathan Parch. Set a Public Hearing for November 6, 2023, at 6:15 p.m. for Designating Portions of the Downtown as a Blighted Area 16. Set a Public Hearing for November 6, 2023, at 6:15 p.m. to endorse the Proposed CDBG-DTR Grant Application Mayor Hatch administered the oath of office to Sergeant Kyle Keller. Robert Krzyzanowski, a representative from Wendel, presented the details of the proposed Public Safety/City Hall Facility—motion by Gotta, seconded by Morse, to approve staff to continue to the schematic design phase. The motion passed all ayes. Motion by Morse, seconded by DeJong, to approve the appointment of the Mid-Iowa Planning Association as grant administrator for the proposed CDBG-DTR project at the cost of $30,000 and provide the authorization to sign the proposed contract. The motion passed all ayes. Motion by Gotta, seconded by Rankin, to approve the appointment of Curtis Architecture and Design P.C. as the architectural consultant for the proposed CDBG-DTR project, with the proposed contract to be considered for approval by City Council later. The motion passed all ayes. Motion by Day, seconded by Morse to approve a resolution approving a lease between the City of Knoxville, Iowa, and Paws and Pals Dog Park, Knoxville, Iowa; all ayes.  Motion by Day, seconded by Gotta, to approve the Intergovernmental Transfer of Public Funds Agreement between the Iowa Department of Health and Human Services and the Knoxville Fire Department. The motion passed all ayes. Motion by Morse, seconded by DeJong, to approve the first consideration and adopt an ordinance amending the Code of Ordinances of the City of Knoxville, Iowa, by amending the section pertaining to Fire Inspection Fees. The motion passed all ayes. Motion by Morse, seconded by Rankin, to approve the first consideration, waive the second and third considerations, and adopt an ordinance amending the Code of Ordinances of the City of Knoxville, Iowa, by adding a new section authorizing participation in the state offset program.
