COUNCIL MINUTES January 15, 2024 The City Council of Knoxville, Iowa, convened in regular session on Monday, January 15, 2024, at 6:15 p.m. at the Knoxville Municipal Building Council Chambers. Mayor Hatch presided, and the following Council Members were present: Megan Day, John Gotta, Dylan Morse, Dawn Rankin, and Bridget Mohler. Staff present were City Manager Heather Ussery, City Clerk Jodie Wyman, Fire Chief Cal Wyman, Police Chief Aaron Fuller, Planning and Zoning Director Nathan Parch, Water Reclamation Supervisor Patrick Murphy, and Street Superintendent Eric Caviness. Motion by Rankin, seconded by Gotta, to approve the consent agenda; all ayes. 1. Approve City Council Minutes from January 2, 2024 2. Accept Water Board Meeting Minutes from January 9, 2024 3. Accept Airport Commission Meeting Minutes from December 2, 2023 4. Accept Knoxville Police Department December 2023 Report 5. Accept the December 2023 SRO Report 6. Accept Knoxville Fire Department December 2023 Call Report 7. Resolution to Approve Tax Abatement Application for General Improvements to 410 N Second Street, A Single-Family Dwelling in Knoxville, Iowa 8. Approve the 28E Agreement Between Marion County, Iowa, and the City of Knoxville, Iowa, Regarding the Allocation of Local Option Sales and Services Tax Revenues 9. Set A Public Hearing for February 5, 2024, at 6:15 P.M. to Approve the Contract, Bonds, and Certificate of Insurance for the 2023 Street Improvement Project Motion by Morse, seconded by Mohler, to approve the installation of an additional stop sign on the west side of the northbound approach and install an overhead flashing beacon warning arm over the northbound traffic of the stop ahead sign, and reduce the speed limit to 25 mph starting at Washington Street. The motion passed all ayes. Motion by Day, seconded by Rankin, to approve the resolution approving the preliminary plans, specifications, form of contract, and estimate of cost for the 2023 Street Improvement Project. The motion passed all ayes. Motion by Day, seconded by Mohler, to table the item regarding approving a service contract between the City of Knoxville, Iowa, and Veenstra and Kimm, Inc. for building inspection services. The motion passed with all ayes. City Manager Heather Ussery presented the Public Works Fiscal Year 2024-2025 Recommended Budget to the Council. Department leaders were in attendance and answered Council Member questions. No action was taken by Council. Motion by Day, seconded by Morse, to approve payment of claims, all ayes. It has been a long couple of weeks, but you have done great. City Manager Ussery: Thank you to the City and County Road Departments. Four years ago today, GSA signed the VA property over to Marion County. Fire Chief Wyman: The fundraiser for house markers is still underway. Thank you for the community support. We reluctantly announce that Battalion Chief Smith has submitted his retirement paperwork. His final day will be February 12, 2024, but we are trying to keep him on the department at least part-time. Police Chief Fuller: Thank you to the road crews for the great work over the last few weeks. Planning & Zoning Director Parch: The Board of Adjustment meets on Wednesday. Three new board members will be welcomed. The board is meeting to review the two applications from the Sprint Car Hall of Fame for a new addition on the east side.
