A Resolution authorizing the Mayor to execute an agreement with Bridgestone Americas Tire Operations, LLC to lease tires for use on the Knoxville Area Transit (“KAT”) bus fleet, with an estimated annual cost not to exceed $150,000.00 for a three-year term with two one-year options to renew. A Resolution authorizing the Mayor to execute an agreement with Playworld Preferred, Inc. to provide the removal and replacement of playground surfacing at Suttree Landing Park for an amount not to exceed $128,626.00. A Resolution authorizing the Mayor to execute an agreement with Ijams Nature Center to provide trash and debris removal services for the waterways from Forks of the River to the end of Sequoyah Park for an amount not to exceed $60,000.00 annually. A Resolution authorizing the Mayor to execute any and all documents necessary to apply for and accept a FY26 Pathways to Removing Obstacles to Housing (PRO Housing) grant in an amount up to $5,000,000 with no required local match, from the U.S. Department of Housing and Urban Development (HUD). (Requested by Housing and Neighborhood Development Department) q. A Resolution authorizing the Mayor to execute any and all documents necessary to apply for and, if awarded, accept a grant from the Federal Transit Administration and the Tennessee Department of Transportation to provide funding in the amount of $11,898,636.00 to Knoxville Area Transit for Formula Urbanized Area Transit Grant Assistance Utilizing Sections 5307 and 5339 grant funds for Fiscal Years 2024 through 2026 with a total City match of $1,189,864.00. (Requested by Knoxville Area Transit) r. A Resolution authorizing the Mayor to execute any and all documents necessary to apply for and accept funding from the Downtown Knoxville Alliance, in the amount of $31,069.84, with no required match, to purchase cameras for the Downtown/Market Square area. (Requested by Police Department) s. A Resolution authorizing the Mayor to execute any and all documents necessary to apply for and accept a grant award of $250,000.00, with no required local match, from the U.S. Department of Justice, Office of Community Oriented Policing Services, to be used to support and enhance Law Enforcement Mental Health and Wellness Act programs. (Requested by Police Department) t. A Resolution authorizing the Mayor to execute any and all documents necessary to apply for and accept funding from the Downtown Knoxville Alliance, in the amount of $10,000, with no required match, to purchase equipment and provide care for the Knoxville Police Department’s Mounted Unit. A Resolution authorizing the Mayor to execute any and all documents necessary to apply for and accept grant funding from the U.S. Department of Justice, Office of Community Oriented Policing Services, for the FY26 School Violence Prevention Program, in an amount up to $666,666.67, 3|Page REGULAR MEETING Tuesday, August 4, 2026 6:00 PM with a required local match of 25% or $166,666.67 and federal share of 75% or $500,000.00, to support school safety initiatives in Knox County Schools. An Ordinance to amend the Charter of the City of Knoxville specifically Chapter 412 of the Private Acts of 1923 of the General Assembly of the State of Tennessee, entitled, “An Act to incorporate the City of Knoxville and Knox County, Tennessee, and define the rights, powers and liabilities of the same; to fix the boundaries of said municipality, and repeal all Acts or parts of Acts in conflict with this Act,” and all Acts amendatory thereto, by amending Article VII, Section 707 (B) and Section 707 (C) so as to align the manner of holding elections for members of the City Council with that of the Mayor as provided for in Section 707 (A) and further providing for the submission of this Ordinance to the qualified voters of the City of Knoxville for approval as provided in Article XI, Section 9 of the Constitution of the State of Tennessee. (Requested by Vice-Mayor Fugate and Councilmembers Honeycutt, Adams, Thomas, Helsley, and DeBardelaben) y. An Ordinance to amend the Charter of the City of Knoxville, specifically Chapter 412 of the Private Acts of 1923 of the General Assembly of the State of Tennessee, entitled, “An Act to incorporate the City of Knoxville and Knox County, Tennessee, and define the rights, powers and liabilities of the same; to fix the boundaries of said municipality, and repeal all Acts or parts of Acts in conflict with this Act,” and all Acts amendatory thereto, by amending Article VII, Sections 707(A), (B), and (C) so as to reflect the process for primary and regular elections of council members implemented in 2025 to be consistent with Public Chapter 391, Acts of 2023, including establishing by Charter that only voters within a city district shall vote in a council district election rather than all city voters electing district candidates in the regular election, and establishing that at large candidates may be elected in the primary with a majority of the votes rather than requiring the election of at large candidates in the regular election, and changing the candidates placed on the regular election ballot to candidates receiving the two (2) highest number of votes in the primary rather than the two (2) candidates with the highest number of votes, and further providing for the submission of this Ordinance to the qualified voters of the City of Knoxville for approval as provided in Article XI, Section 9 of the Constitution of the State of Tennessee.
