Village of Kohler Finance Committee Meeting August 14, 2023 John Ewert called the meeting to order at 6:00 p.m. Roll call was taken: John Ewert and Brett Edgerle were present. Michael Wandschneider attended by phone. Shawn Splivalo and Laurie Lindow were the staff members present. Public comment – None Approval of Meeting Minutes from July 10, 2023 – Motion by Brett Edgerle, second by John Ewert to approve the meeting minutes from July 10, 2023. Motion carried. Business 1. Review and approve July claims list – Brett asked how the claims list differs from the revenue & expense reports. The claims list is the list of checks issued during the prior month listing payee, items purchased and amount. Motion by John Ewert, second by Michael Wandschneider to approve July claims list for $506,250.46. Motion carried. 2. Review and recommend: a. Temporary Class B beer license for Kohler Police Athletic League for Oktoberfest Beer Run on September 9, 2023 – Motion by John Ewert, second by Brett Edgerle to recommend Village Board approve temporary Class B beer license for Kohler Police Athletic League for Oktoberfest Beer Run on September 9, 2023. Motion carried. b. Ordinance No. 2023-6, An Ordinance Amending Section 11.18.010 F1. of the Municipal Code of the Village of Kohler, Sheboygan County Wisconsin, To Expand 15 MPH Speed Restriction Zone – The ordinance was amended to change the speed limit restriction on School Street from when children are going to or from school to when children are present. Motion by John Ewert, second by Michael Wandschneider to recommend Village Board approve Ordinance No. 2023-6, An Ordinance Amending Section 11.18.010 F1. Of the Municipal Code of the Village of Kohler, Sheboygan County, Wisconsin, To Expand 15 MPH Speed Restriction Zone. Motion carried. c. Memorandum of Understanding Between the Kohler Police Association Local 316, Labor Association of Wisconsin and Village of Kohler – This Memorandum of Understanding adds lateral hiring language, which the union is in favor of adopting due to hiring difficulties. Motion by John Ewert, second by Michael Wandschneider to recommend Village Board approve Memorandum of Understanding Between the Kohler Police Association Local 316, Labor Association of Wisconsin and Village of Kohler. Motion carried. d. Installation of fiber and data at Memorial Hall at a cost of $2,982.50 – The Kohler School District obtained a quote from Specht Electric to bring fiber and data connections from the school into the Memorial Hall to be used in the theater for events. The fiber would also be utilized for wi-fi in the Youth Center and Pool areas for the Village. The quote is $5,965 and it is proposed to split the cost 50/50. If wi-fi is provided through this fiber, Charter Business internet could be cancelled at an annual cost of $3,839.76.  Laurie confirmed with the school that there would be no ongoing charges for the service. Motion by John Ewert, second by Brett Edgerle to recommend Village Board approve installation of fiber and data at Memorial Hall at a cost of $2,982.50. Motion carried. e. Discuss permitting parking on the streets near the school for residents – The new school parking lot was designed to handle all drop off/pick up traffic on the north side of the school. Parents continue to drop off/pick up on School and Church Streets. To increase safety on School Street and Church Street around school, signs would be posted making the area a no parking zone stating “no standing, stopping or parking during school hours of 7:30-3:30”. This would also address resident concerns in this zone. Residents would be issued parking permits in order to park in this zone. A resident’s visitors could also be permitted by contacting the Police Department. Motion by John Ewert, second by Brett Edgerle to implement permitting parking on School and Church Streets for residents only. Motion carried. f. Discussion of a four-way stop at Church Street and School Street – Adding a four-way stop at Church Street and School Street has been proposed in addition to the permitted parking. Shawn is open to the request but thinks a four-way stop should also be added at West Park Lane and School Street. No traffic study is required since they are local village streets. Brett wants to wait to see how the other parking changes work first. Motion by John Ewert, second by Michael Wandschneider to recommend Village Board have a discussion of a four-way stop at Church Street and School Street. Motion carried. g. Discuss change of agent for employee benefit programs – Peter Dewar, USI is not able to serve as the agent for employee benefit programs any longer. He has recommended Shawn Deiter, Green Bay Insurance Center to serve as our agent. Shawn would provide insurance alternatives and employee education. The State of Wisconsin Employee Trust Funds also offers group health insurance for local governments. There are several parameters that have to be met in this program and insurance agents cannot service these programs. Laurie would have to act as agent to recommend insurance plans, assure compliance with regulations and provide employee education and services. Motion by John Ewert, second by Michael Wandschneider to recommend Village Board approve appointment of Shawn Deiter, Green Bay Insurance Center as agent for the Village of Kohler. Motion carried. h. July Revenue & Expense reports, bank reconciliation and journal entries – Motion by John Ewert, second by Brett Edgerle to recommend Village Board approve July Revenue & Expense reports, bank reconciliation and journal entries. Motion carried. i. Police Department Update – Police officer Nick Cinquepalmi has resigned prompting the lateral language change to the contract. The open position has been advertised and several interviews are scheduled. New squad cars may be available if there is a change to the motor being ordered, this is being researched. Shawn will be attending training at the State Patrol Academy next week in Tomah.  j. The Finance Committee may convene into closed session pursuant to Wisconsin State Statute 19.85 (1) (c) to consider employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility to discuss Recreation Director wages – Motion by John Ewert, second by Brett Edgerle to convene into closed session at 6:22. Motion carried. k. The Finance Committee will reconvene into open session and may take action – the Committee reconvened into open session at 6:30 and took no action.
