Finance Committee Meeting
September 11, 2023
John Ewert called the meeting to order at 6:00 p.m. Roll call was taken: John Ewert, Michael
Wandschneider and Brett Edgerle were present. Shawn Splivalo and Laurie Lindow were the staff
members present.
Public comment – None
Approval of Meeting Minutes from August 14, 2023 – Motion by Michael Wandschneider, second by
Brett Edgerle to approve the meeting minutes from August 14, 2023. Motion carried.
Business
1. Review and approve August claims list – Motion by John Ewert, second by Michael
Wandschneider to approve August claims list for $947,428.90. Motion carried.
2. Review and recommend:
a. Ordinance No. 2023-7, An Ordinance Amending Section 11.14.010 N. of the Municipal
Code of the Village of Kohler, Sheboygan County, Wisconsin, Regarding Stop Signs –
Brett Edgerle asked where this request was coming from. Shawn reminded him that
this proposal was discussed at last month’s Finance meeting and also at Village Board.
Brett was not in favor of adding stop signs at Church Street and School Street but
wanted to see how effective the other changes are first. Motion by John Ewert, second
by Michael Wandschneider to recommend Village Board approve Ordinance No. 2023-
7, An Ordinance Amending Section 11.14.010 N. of the Municipal Code of the Village of
Kohler, Sheboygan County, Wisconsin, Regarding Stop Signs. Motion carried, but not
unanimously.
b. August Revenue & Expense reports, bank reconciliation and journal entries – Motion by
John Ewert, second by Michael Wandschneider to recommend Village Board approve
August Revenue & Expense reports, bank reconciliation and journal entries. Motion
carried.
c. Police Department Update – Shawn indicated that even though two squad cars were
ordered in January 2023, they are not available in 2023 and cannot be promised for
2024. Many repairs are required to keep the current squads on the road. Seven
applications were received for the open officer position and three interviews were
conducted. Shawn has completed the first week of command school from August 20 –
25, and could not attend the Village Board meeting on August 21. During that meeting
the Village Board voted in favor of and gave verbal orders for the Police Chief to
implement restricted parking near the school. Attorney Bauer supported the decision
process and advised that the restricted parking should be formalized by ordinance in the
future. Shawn met with the School Superintendent on Monday, August 28 and the
School Board notified on Wednesday, August 30. Shawn personally handed out
parking permits to the residents where parking was restricted. Temporary no parking
signs were posted early Tuesday morning. Drop off/pick up in the school parking lots in
general is working, for about five minutes the lot is over capacity. After this short
bottleneck there are still available parking spots in the lot. The east Ebben Field lot will
be completed soon and students will be directed to park there. This restricted parking
change is evolving and should be given a few weeks to playout, after which an
educated discussion can be had about any further changes.
