Finance Committee Meeting
July 8, 2024
Chairperson John Ewert called the meeting to order at 6:00 p.m. Roll call was taken: John
Ewert, Michael Wandschneider and Kelly Kasten were present. Staff members present: Shawn
Splivalo and Laurie Lindow.
Public Comment – Kristine Young discussed two concerns she has regarding the current short-
term rental ordinance: clarification on whether the ability to conduct short-term rentals of less
than seven days was an exception as long as she owned the property or could be transferred
to a new owner and further defining what constitutes a bathroom to be compliant with the
ordinance.
Approval of Meeting Minutes from June 10, 2024 – Motion by Mike Wandschneider, second by
Kelly Kasten to approve the meeting minutes from June 10, 2024. Motion carried.
Business
1. Review and approve June claims list – Motion by Michael Wandschneider, second by
John Ewert to approve the June claims list. Motion carried.
2. Review and recommend:
a. Ordinance No. 2024-8, An Ordinance Amending Sections 5.62.020 and 5.62.070
of the Municipal Code of the Village of Kohler, Sheboygan County, Wisconsin,
Regarding Short-Term Rentals – Attorney Bauer has revised the short-term rental
ordinance to terminate the short-term rental exception upon the sale or other
conveyance of a licensed and permitted property. The only other Airbnb listed in
the Village lists one bathroom and seven guest maximum, the ordinance
specifies one bathroom for every four occupants. The new program for tracking
short-term rentals determines compliance based on the assessor’s legal property
description and did not flag this property as non-compliant. Licensed short-term
rental properties will be reviewed for compliance within the parameters of the
software package and legal description. Motion by John Ewert, second by
Michael Wandschneider to recommend Village Board approve Ordinance No.
2024-8, An Ordinance Amending Sections 5.62.020 and5.62.070 of the Municipal
Code of the Village of Kohler, Sheboygan County, Wisconsin, Regarding Short-
term Rentals. Motion carried.
b. June Revenue & Expense reports, bank reconciliations and journal entries –
Motion by Michael Wandschneider, second by Kelly Kasten to recommend the
Village Board approve the June Revenue & Expense reports, bank
reconciliations and journal entries. Motion carried.
c. Safety concerns on Woodland Road – Chief Splivalo has requested a speed
study and is on the Sheboygan County list. Michael Wandschneider asked the
status of adding a stop sign at Woodland Road from The Clearings subdivision
and a tree that seems to affect the line of sight when eastbound. The
Department of Public Works is looking at several changes to address the safety
concerns on Woodland Road.
d. Police Department Update – Chief Splivalo stated that he has no comments,
everything in the department is working well.
3. The Committee may go into closed session pursuant to Wisconsin State Statute 19.85
(1) (e) to discuss the Kohler Police Association Local 316 contract – Motion by Michael
Wandschneider, second by John Ewert to go into closed session. Motion carried. The
Committee went into closed session at 6:25.
4. The Committee may reconvene to open session and may take action on items
discussed in closed session – Motion by John Ewert, second by Michael
Wandschneider to reconvene to open session. Motion carried. The Committee
reconvened to open session at 7:05.
