Finance Committee

Village of Kohler Finance Committee Meeting June 10, 2024 Chairperson John Ewert called the meeting to order at 5:00 p.m. Roll call was taken: John Ewert and Michael Wandschneider were present. Kelly Kasten was absent. Staff members present: Shawn Splivalo and Laurie Lindow. Public Comment – none. Approval of Meeting Minutes from May 13, 2024 – Motion by Mike Wandschneider, second by John Ewert to approve the meeting minutes from May 13, 2024. Motion carried. Business 1. Review and approve May claims list – Motion by Michael Wandschneider, second by John Ewert to approve the May claims list. Motion carried. 2. Review and recommend: a. Hiring for Youth Center – Motion by Michael Wandschneider, second by John Ewert to recommend the Village Board approve hiring for the Youth Center as presented. Motion carried. b. Cigarette Licenses – Motion by Michael Wandschneider, second by John Ewert, to recommend Village Board approve cigarette licenses for: Gas-N-Go Corp Thomas Schumacher Motion carried. c. Beer & Liquor Licenses – Motion by John Ewert, second by Michael Wandschneider to recommend Village Board approve the following beer & liquor licenses: Gas-N-Go Corp Target Corporation Motion carried. d. Ordinance No. 2024-5, An Ordinance Amending Sections 15.08.010 and 15.08.100 of the Municipal Code of the Municipal Code of the Village of Kohler, Sheboygan County, Wisconsin, Regarding Rules and Regulations of Village Parks – Michael Wandschneider discussed language changes to section 15.08.100 – Closing hour. Motion by John Ewert, second by Michael Wandschneider to recommend Village Board approve Ordinance No. 2024-5 based on changes discussed. Motion carried.  e. Ordinance No. 2024-6, An Ordinance Removing Section 8.64.050 of the Municipal Code of the Village of Kohler, Sheboygan County, Wisconsin, Fireworks – The change removes the fee charged which is listed on the Village fee schedule. Motion by Michael Wandschneider, second by John Ewert to recommend Village Board approve Ordinance No. 2024-6, An Ordinance Removing Section 8.64.050 of the Municipal Code of the Village of Kohler, Sheboygan County, Wisconsin, Fireworks. Motion carried. f. May Revenue & Expense reports, bank reconciliations and journal entries – Motion by John Ewert, second by Mike Wandschneider to recommend the Village Board approve the May Revenue & Expense reports, bank reconciliations and journal entries. Motion carried. g. Safety concerns on Woodland Road – Chief Splivalo has requested a speed study and is on a list at the County. Motion by John Ewert, second by Michael Wandschneider to table until next month. Motion carried. h. Police Department Update – Chief Splivalo has graduated from Command College and Lietenant Gross has been accepted to start training in August 2024. Officer Moman will be serving for the National Guard in Texas during the month of June. Fox Valley Technical College is being utilized for police academy. Red dot firearms are being switched out with existing firearms and are found to be beneficial for most officers.
