Finance Committee Meeting
May 13, 2024
Chairperson John Ewert called the meeting to order at 6:00 p.m. Roll call was taken: John
Ewert, Michael Wandschneider and Kelly Kasten. Staff members present: Shawn Splivalo and
Laurie Lindow.
Public Comment – none.
Approval of Meeting Minutes from April 15, 2024 – Motion by Mike Wandschneider, second by
Kelly Kasten to approve the meeting minutes from April 15, 2024. Motion carried.
Business
1. Review and approve April claims list – Motion by John Ewert, second by Michael
Wandschneider to approve the April claims list. Motion carried.
2. Review and recommend:
a. Hiring of Lifeguards – Motion by Michael Wandschneider, second by John Ewert
to recommend the Village Board approve hiring the lifeguards as presented.
Motion carried.
b. Cigarette Licenses – Motion by John Ewert, second by Michael Wandschneider
to recommend Village Board approve cigarette licenses for:
The American Club Inn On Woodlake
Blackwolf Run Riverbend
Woodlake Market Emily’s LLC
Motion carried.
c. Beer & Liquor Licenses – Motion by John Ewert, second by Michael
Wandschneider to recommend Village Board approve the following beer & liquor
licenses:
Buechel Stone Corp. Brinker Restaurant Corp
Kohler Co. Emily’s LLC
Blazin Wings, Inc.
Motion carried.
d. Temporary Class B beer licenses for the Kohler Fire Department for July 4 and
July 20 – Motion by John Ewert, second by Michael Wandschneider to
recommend Village Board approve temporary Class B beer licenses for Kohler
Fire Department for July 4 and July 20. Motion carried.
e. Ordinance No. 2024-5, An Ordinance Amending Sections 15.08.010 and
15.08.100 of the Municipal Code of the Municipal Code of the Village of Kohler,
Sheboygan County, Wisconsin, Regarding Rules and Regulations of Village
Parks – Shawn is recommending this change to the ordinance to be proactive in
preventing parking or camping in Village Parks from 10:00 p.m. to 6:00 a.m. as
this is happening in other municipalities. Motion by John Ewert, second by
Michael Wandschneider to recommend Village Board approve Ordinance No.
2024-5. Motion carried.
f. Safety concerns on Woodland Road – Residents are concerned with safety of
vehicular and pedestrian traffic on Woodland Road especially with further
development of The Clearings subdivision. Requests have included reducing the
speed, adding stop signs and improving the roadway on Woodland Road and
walking paths. Repaving of the roadway is planned for the future and a five-year
and ten-year expansion plan of Woodland Road will be developed. Shawn is not
in favor of lowering the speed limit but agrees stop signs are warranted and
prefers stop signs being added at Woodlake Road rather than Forest Road.
Speed tests have shown that 35 mph is the correct speed for the roadway.
When the road is repaved sight lines will be improved. Motion by John Ewert,
second by Michael Wandschneider to recommend Village Board add stop signs
on Woodland Road at Woodlake Road. Motion carried.
g. April Revenue & Expense reports, bank reconciliations and journal entries –
Motion by John Ewert, second by Mike Wandschneider to recommend the Village
Board approve the April Revenue & Expense reports, bank reconciliations and
journal entries. Motion carried.
h. Police Department Update – New squads are complete and in use. Christopher
Moman is in his final stages of training and will be serving for the National Guard
during the month of June. The new speed trailer is solar powered and has been
working well and utilized within the Village. The dangerous pothole located at the
Petsmart store is being repaired by the property owner.
