Village of Kohler Finance Committee Meeting August 12, 2024 Chairperson John Ewert called the meeting to order at 6:00 p.m. Roll call was taken: John Ewert, Michael Wandschneider and Kelly Kasten were present. Staff members present: Shawn Splivalo, Gary Lindow and Laurie Lindow. Public Comment – None. Approval of Meeting Minutes from July 8th, 15th and 29th, 2024 – Motion by John Ewert, second by Michael Wandschneider to approve the meeting minutes from July 8th, 15th and 29th, 2024. Motion carried. Business 1. Review and approve July claims list – Motion by John Ewert, second by Michael Wandschneider to approve the July claims list. Motion carried. 2. Review and recommend: a. Temporary Class B beer license for Kohler Police Athletic League for September 14 – Motion by John Ewert, second by Michael Wandschneider to recommend Village Board approve temporary Class B beer license for Kohler Police Athletic League for September 14. Motion carried. b. Addition of a Chaplain position to the Kohler Fire Department – Fire Chief Gary Lindow explained that he was approached by a member of the business unit of the Fire Department that was interested in serving as a Chaplain for the Fire Department. The individual became credentialed to serve as a Chaplain recently. The Chaplain position would be an unpaid officer and an employee of the Village. The Chaplain position is included in the FD policy manual. The Fire Chief has the authority and is responsible for appointing other officers of the department. c. Agreement for Transit Service Between the City of Sheboygan and the Village of Kohler – This is an annual agreement for Kohler’s share of public transit services. There is no increase to Kohler’s share for next year’s budget. Motion by John Ewert, second by Michael Wandschneider to recommend Village Board approve agreement for Transit Service Between the City of Sheboygan and the Village of Kohler. Motion carried. d. Ordinance No. 2024-9, An Ordinance Repealing and Recreating Section 1.16.030 of the Municipal Code of the Village of Kohler, Sheboygan County, Wisconsin, Regarding Citations for Kohler Municipal Code Violations – A property maintenance ordinance Title 8.86 was approved last year but does not specify  enforcement procedures. This ordinance sets up the mechanism to enforce compliance by giving Village officials the authority to issue citations for violations directly related to their official responsibilities. Motion by John Ewert, second by Michael Wandschneider to recommend Village Board approve Ordinance No. 2024-9, An Ordinance Repealing and Recreating Section 1.16.030 of the Municipal Code of the Village of Kohler, Sheboygan County, Wisconsin, Regarding Citations for Kohler Municipal Code Violations. Motion carried. e. July Revenue & Expense reports, bank reconciliations and journal entries – Motion by John Ewert, second by Michael Wandschneider to recommend the Village Board approve the July Revenue & Expense reports, bank reconciliations and journal entries. Motion carried. f. Police Department Update – The department is fully staffed and equipment in order. The Police Department has a suspect in the vehicle entry incidents but has not been able to prosecute thus far. The new school financial manager, Isaac Patterson, met with Chief Splivalo and expressed an interest in improving security of the school/village buildings by reviewing fob and keys issued and possible structural changes.
