Village of Kohler Finance Committee Meeting September 9, 2024 Chairperson John Ewert called the meeting to order at 6:00 p.m. Roll call was taken: John Ewert, Michael Wandschneider and Kelly Kasten were present. Staff members present: Shawn Splivalo and Laurie Lindow. Public Comment – None. Approval of Meeting Minutes from August 12, 2024 – Motion by Michael Wandschneider, second by Kelly Kasten to approve the meeting minutes from August 12, 2024. Motion carried. Business 1. Review and approve August claims list – Kelly asked for additional detail about the invoice for the police trailer and theater repairs/maintenance. Motion by Michael Wandschneider, second by Kelly Kasten to approve the August claims list. Motion carried. 2. Review and recommend: a. Temporary Class B beer license for Kohler Fire Department for Kohler Co. Run for Clarity on October 3 – Motion by Michael Wandschneider, second by John Ewert to recommend Village Board approve temporary Class B beer license for Kohler Fire Department for Kohler Co. Run for Clarity on October 3. Motion carried. b. Contract for Maintenance Assessment Services from Associated Appraisal Consultants – The previous contract with Associated Appraisal was for three years at $25,000 annually. The new proposed contract is for five years at $28,000 annually. Motion by John Ewert, second by Michael Wandschneider to recommend Village Board approve contract for maintenance assessment services from Associated Appraisal Consultants. Motion carried. c. Engagement letter between the Village of Kohler and Baker Tilly US, LLP for auditing services – The previous contract with Baker Tilly was for three years at an annual cost of $33,900. The proposed contract is $37,500 for 2024, $39,500 for 2025 and $41,500 for 2026. Motion by John Ewert, second by Michael Wandschneider to recommend Village Board approve engagement letter between the Village of Kohler and Baker Tilly US, LLP for auditing services. Motion carried. d. August Revenue & Expense reports, bank reconciliations and journal entries – Motion by Michael Wandschneider, second by John Ewert to recommend the Village Board approve the August Revenue & Expense reports, bank reconciliations and journal entries. Motion carried. e. Police Department Update – Officer Reinemann will be retiring beginning in January but will effectively be off, using wellness and vacation time starting September 30. He will be submitting a formal letter with a set retirement date. The department is currently fully staffed and the 2024 fleet is performing well. The new officer was not able to attend the last academy but hopefully will take part in the academy beginning in January at Fox Valley. The Police Department has a suspect in the vehicle entry incidents and has issued charges to the suspect. Various school training is being planned. Chief Splivalo relayed that the community as a whole is seeing great monetary loss due to thefts/shoplifting at Deer Trace and scams targeting the elderly through phone calls and internet contacts. The committee had a discussion on ways to educate the community about these scams. The flock camera system has been very effective in monitoring events.
