Finance Committee

Village of Kohler Finance Committee Meeting November 10, 2025 Chairperson John Ewert called the meeting to order at 6:01 p.m. Roll call was taken: John Ewert and Laurie Lindow were present. Tracy Lyons was absent. Staff members present: Shawn Splivalo and Cindi Gamb. Public Comment – none. Approve Meeting Minutes from October 13, 2025 – Motion by John Ewert, second by Laurie Lindow to approve the meeting minutes from October 13, 2025. Motion carried. Business 1. Discuss Complaint Received Regarding Artwork in the Village – currently there is not an Ordinance regulating artwork in the Village. Complaints have been received by two neighbors. Motion by John Ewert, second by Laurie Lindow to recommend the Village Board pursue an Ordinance violation in circuit court. Motion carried. 2. Review and Approve October Claims Lists – Motion by Laurie Lindow, second by John Ewert to approve the October claims lists. Motion carried. 3. Review and Recommend: a. October Revenue & Expense Reports, Bank Reconciliation and Journal Entries – Motion by Laurie Lindow, second by John Ewert to recommend the Village Board approve the October revenue and expense reports, bank reconciliation and journal entries. Motion carried. b. Request from Angela Shinners, 210 Grafton Court, for an Exception to Ordinance 11.22.010 – Prohibited Storage – the resident has received verbal warnings and a citation from the Police Department for illegal storage. Motion by Laurie Lindow, second by John Ewert to recommend the Village Board deny the request from Angela Shinners, 210 Grafton Court, for an exception to Ordinance 11.22.010 – prohibited storage. Motion carried. c. Ordinance No. 2025-3, An ordinance Repealing and Recreating Chapter 5.20 of the Municipal Code of the Village of Kohler, Sheboygan County, Regarding Transient Merchants – Motion by John Ewert, second by Laurie Lindow to recommend the Village Board approve Ordinance No. 2025-3, an Ordinance Repealing and Recreating Chapter 5.20 of the Municipal  Code of the Village of Kohler, Sheboygan County, Regarding Transient Merchants. Motion carried. d. Health Insurance for 2026 – the committee reviewed options for health insurance coverage for 2026. This item was tabled for the next meeting. 4. Police Department Update – Shawn updated the committee on deer abatement and active shooter training.
