Village of Kohler Special Village Board Meeting August 14, 2023 Chairperson Thomas Schnettler called the meeting to order at 6:30 p.m. Roll call was taken: Tom Schnettler, John Winter, Mike Zimmermann, John Ewert, Jason Kwacz and Brett Edgerle were present. Mike Wandschneider joined the meeting via telephone. Staff members present: Laurie Lindow, Gary Lindow, Shawn Splivalo, Mike Kitzerow and Cindi Gamb. Business 1. Emergency Management Exercise – Sheboygan County Director of Emergency Management Steve Steinhardt reviewed the village’s emergency management plan. Items noted were: • Line of succession should be changed to at least three people. • Employees working during regular work hours is not reimbursable. Use of outside contractors is reimbursable. • Sheboygan County EOC has changed to the Sheboygan County Transportation Complex. • How will the Village President as PIO notify the public of the situation and actions to be taken? • Sheboygan County is working on a county wide notification system. • Finance Committee Chairperson is the Human Services Coordinator. There should be a contact list for area agencies that will need to be contacted. • Currently the damage assessment team is the Village President, Finance Committee Chairperson and Property Committee Chairperson, this should be changed to a team of people. • More items/contact information should be added (outside contractors, utilities emergency contacts, special teams, etc.). • The sample proclamation should add what emergency powers we are utilizing. • What about the disaster after the disaster? How will this be managed? How will volunteers be tracked? • Some missing items are training (FEMA independent study courses, local offerings) and exercises (tabletop, functional and full scale).
